The following is the full text of the Directive:
Over the past period, the Vietnam Fatherland Front has continued to affirm its position and role in representing and protecting the legitimate rights and interests of the people; paying attention to promoting the people's right to self-governance, mobilizing the people to actively participate in patriotic emulation movements, social supervision and criticism, preventing and combating corruption and negative phenomena, and participating in building a clean and strong Party, government, and political system, contributing to consolidating the people's trust in the Party and promoting the strength of the great national unity in the cause of building and defending the Fatherland. However, the renewal of the content and methods of operation of the Vietnam Fatherland Front has not yet met the requirements of the new situation; the effectiveness of its activities and social supervision and criticism is not high; and some Party committees and governments have not paid sufficient attention to promoting the important position and role of the Vietnam Fatherland Front.
In 2024, the Vietnam Fatherland Front Congress at all levels and the 10th National Congress of the Vietnam Fatherland Front, for the 2024-2029 term, will take place. This is a significant political event for the Vietnam Fatherland Front and all sectors of the population. To ensure the success of the Vietnam Fatherland Front Congress at all levels, the Secretariat of the Central Committee requests that Party committees and organizations focus on leading and directing the implementation of the following tasks:
1. Continue to thoroughly understand and effectively implement the Party's guidelines and policies, raising awareness and responsibility among Party committees, Party organizations, government agencies, and all strata of the people regarding the core political role of the Vietnam Fatherland Front in building national unity. Strongly promote autonomy, dynamism, creativity, and respect for the principle of democratic consultation in the organization and operation of the Front. Lead and direct the continued reform of the organizational structure, content, and methods of operation; pay attention to training, fostering, and improving the quality of the professional staff; ensure the regime, policies, and operating conditions to promote the role and responsibility, create positive changes, and improve the effectiveness of the Vietnam Fatherland Front at all levels.
2. Thoroughly prepare the documents to be submitted to the Congress, and organize widespread consultations among all strata of the population on the draft Political Report of the Congress. The Political Report should accurately and objectively assess the situation of all strata of the population and the national unity bloc; the results of implementing the Resolution of the Fatherland Front Congress for the 2019-2024 term, affirming the achievements, good models, and new factors; frankly and clearly pointing out limitations, shortcomings, causes, and lessons learned. The direction and tasks for the 2024-2029 term should continue to concretize the Resolution of the 13th Party Congress on building the national unity bloc and the work of the Fatherland Front; fully analyze the context and situation, forecast advantages, difficulties, and new issues; clearly define goals and tasks, propose specific, practical, and feasible solutions; and focus on overcoming the limitations and shortcomings identified in the past term. Focus on solutions aimed at gathering and uniting broad segments of the population, mobilizing all resources, strengthening social consensus, and consolidating the people's trust in the Party.
Amendments and additions to the Charter of the Vietnam Fatherland Front must be in line with the Party's guidelines, the provisions of the Constitution, the Law on the Vietnam Fatherland Front, and the requirements and tasks of the Front's work in the new period.
3. Personnel work must adhere to the principles and regulations of the Party, the State, and the Charter of the Vietnam Fatherland Front. The Vietnam Fatherland Front Committees at all levels for the 2024-2029 term should have a reasonable structure and number of members, with an appropriate proportion of non-Party members; focus on identifying and recommending individuals with competence, prestige, dedication, and high responsibility towards the country and the work of the Fatherland Front; and potentially expand the composition and number of member organizations, outstanding individuals in the country, and Vietnamese people residing abroad to participate in the Fatherland Front Committees at all levels, contributing to enhancing the image, position, and strength of the great unity of the Vietnam Fatherland Front.
The Party Committee assigns and nominates the Secretary or Deputy Secretary of the Party Committee to participate in the Vietnam Fatherland Front Committee at the same level; assigns a reputable and capable Standing Committee member of the Party Committee to serve as the Secretary of the Party Group of the Vietnam Fatherland Front and nominates them for consultation and election to hold the position of Chairman of the Vietnam Fatherland Front Committee at the same level.
4. Delegates attending the Congress must be exemplary in terms of character, competence, and prestige, representing all strata of the people, and contributing wholeheartedly and responsibly to the success of the Congress. The number of delegates attending the Congress of the Vietnam Fatherland Front at all levels may increase, but not by more than 10% compared to the previous Congress.
5. The Central Propaganda Department, in coordination with the Party Committee of the Vietnam Fatherland Front, will strengthen the direction and guidance of propaganda work before, during, and after the Congress, creating a broad and practical political campaign to celebrate the Congress.
6. The Party Committee of the Government directs the authorities at all levels and sectors to coordinate and create favorable conditions for the Vietnam Fatherland Front Committees at all levels to organize the Congress in a solemn, economical, practical, effective, and timely manner.
The Vietnam Fatherland Front Congresses at the commune level will be completed in April 2024, at the district level in June 2024, and at the provincial level in August 2024; the 10th National Congress of the Vietnam Fatherland Front will be held in October 2024.
7. The Central Committee's Department of Mass Mobilization shall preside over and coordinate with the Party Committee of the Vietnam Fatherland Front, other Party committees, and the Central Party Office to assist the Secretariat in monitoring the implementation of this Directive.
