The Provincial People's Committee has just issued Directive No. 03/CT-UBND on urging the implementation of key tasks after the Lunar New Year holiday of At Ty 2025.
In 2024, in the context of the world and regional situation evolving rapidly and complicatedly with many uncertain factors, many difficulties and challenges; however, with the attention, direction and support of the Central Government, with the spirit of solidarity, proactiveness, creativity, efforts and striving of the entire political system, business community and people of all walks of life, our province has achieved many important and comprehensive results in the fields of socio-economy, national defense and security; The Lunar New Year 2025 in the province took place in a joyful, healthy, safe, economical and affectionate atmosphere. However, traffic violations, social order and safety, fires and explosions during and after Tet still occurred; the implementation of civilized lifestyles at festivals, tourist areas, and environmental sanitation work was not good at times and in some places.
It is forecasted that in the coming time, the domestic and provincial situation will have opportunities, advantages, difficulties and challenges intertwined, but there will be more difficulties and challenges. In order to successfully and comprehensively complete the set goals and tasks for 2025, the Chairman of the Provincial People's Committee requested all levels, sectors, localities and units, according to their assigned functions, tasks and powers, to focus on directing and handling work, especially tasks that have not been completed in 2024, tasks that are still unfinished due to Tet holidays, not to delay, affecting the implementation of socio -economic development goals, ensuring national defense and security in 2025 of the province, continuing to promote the spirit of solidarity, efforts, attempts, and higher determination in directing and operating, promptly overcoming difficulties, challenges and bottlenecks of the province; In the immediate future, focus on seriously and effectively implementing Directive No. 03/CT-TTg dated February 4, 2025 of the Prime Minister, and at the same time perform well the following key tasks:
Directors of departments, heads of provincial-level departments, branches and units, Chairmen of People's Committees of districts, towns and cities, according to assigned functions and tasks:
- Promote the sense of responsibility, seriously and effectively organize the implementation of assigned tasks and solutions; thoroughly grasp the goal of "Continuing to develop the economy quickly and sustainably; making efforts, accelerating, breaking through, striving to complete all goals and targets of the province by 2025" and the motto of action "Solidarity, responsibility - Creativity, efficiency - Accelerating to the finish line" ; closely monitor the practical situation, strengthen inspection, urging, and promptly handle arising issues; continue to innovate thinking, management and operation methods with specific and practical actions.
- Urgently develop and issue programs, action plans, and directive documents to seriously, promptly, and effectively implement the Action Plan to implement the Resolution of the Government , the Resolution of the Provincial Party Committee, the Provincial People's Council on the tasks of socio-economic development, national defense and security in 2025 and the 2025 Work Program of the Provincial People's Committee. During the implementation process, it is necessary to regularly review and identify key and key tasks on a monthly and quarterly basis to focus on directing and operating in conjunction with strengthening inspection and supervision, especially for content, issues that are still complicated, long-standing, and newly arising issues.
- Continue to review legal documents, documents under the authority that have been issued to amend, supplement or replace, abolish according to regulations, legal provisions that are still contradictory, overlapping, inconsistent, not suitable for practice or incomplete; speed up the drafting, submission, completion, and promulgation of documents under the authority of the Provincial People's Council, Provincial People's Committee, especially promulgating documents under the assigned authority detailed in the law passed by the National Assembly, creating a favorable environment for economic development.
- Resolutely and effectively carry out the work of rearranging and streamlining the apparatus organization according to the direction of the Central Government, the National Assembly, the Government and the Prime Minister; promptly review and adjust functions, tasks and perfect the internal apparatus organization, ensuring continuous and smooth operation, without overlap or duplication. Do a good job of political and ideological work for cadres, civil servants, public employees and workers in the process of rearranging and streamlining the apparatus organization.
- Focus on establishing and submitting for approval functional zoning plans and detailed construction plans; reviewing and adjusting inadequacies, overlaps, and inconsistencies between types of plans. Strengthen inspection and supervision of planning implementation, promptly detect and strictly handle violations according to regulations.
- Directing the review, assessment and summary of the implementation of the Resolution of the Party Congresses at all levels for the 2020 - 2025 term and the 5-year socio-economic development plan for the 2021 - 2025 period. Continuing to comprehensively and effectively implement the goals, tasks and solutions set out in Resolution No. 58-NQ/TW dated August 5, 2020 of the Politburo; specific mechanisms and policies for the development of Thanh Hoa province; the directions and conclusions of the Prime Minister at the working session with the provincial leaders; Thanh Hoa province planning for the 2021 - 2030 period, with a vision to 2045.
- Urgently complete the preparation and submission for approval of new projects to start construction, as a basis for assigning capital plans; resolutely and effectively implement solutions to accelerate the progress of implementation and disbursement of public investment capital plans right from the first days and months of 2025. Strengthen investment supervision and evaluation; strictly handle organizations and individuals who intentionally cause difficulties, hinder, and slow down the progress of project implementation and disbursement of public investment capital.
- Focus on preventing and combating waste in the whole society; review, classify and develop, propose mechanisms and policies to remove projects and works that are wasting land, investment resources, opportunities, jobs, assets, to supplement resources for socio-economic development. Focus on handling surplus housing and land facilities after rearrangement, ensuring compliance with regulations and progress according to the set plan. Fully update land use needs in the annual land use plan to carry out procedures on land use conversion, land recovery, land allocation, land lease, as a basis for project implementation. Strengthen inspection and strictly handle slow projects, projects that violate legal regulations, reserve land funds for investors with real needs and capacity to implement projects.
- Continue to implement the overall administrative reform program, focusing on administrative procedure reform; improve the quality of online public services, digital services, towards providing comprehensive, personalized and data-based online public services. Promote digital transformation, digital economy, digital society, actively implement project 06, build and perfect the database system towards standardization, connectivity, updating, ensuring "alive, sufficient, clean, alive" data. Focus on investing resources in science and technology development; encourage organizations, individuals and enterprises to invest in the application of science and technology, information technology, and digital transformation.
- Implement solutions to maintain the human resource supply chain, promptly meet the labor needs of enterprises after Tet; prevent strikes and collective leave at enterprises, production and business establishments. Implement well social security policies, for people with revolutionary contributions, including housing support policies. Organize full and timely implementation of poverty reduction policies, complete the emulation movement's goal of joining hands to eliminate temporary and dilapidated houses in 2025.
- Continue to accompany enterprises, cooperatives, and farmers in building safe, quality agricultural areas; develop key agricultural products and OCOP products; promote attracting large enterprises to invest in agriculture; build modern agricultural processing plants and deep processing; encourage enterprises, cooperatives, and farmers to name agricultural products associated with production locations and famous locations of the province, as a basis for building the brand of Thanh Hoa agricultural products.
- Direct the organization of cultural activities and festivals to ensure civilization, safety, and economy, in accordance with the cultural traditions of the nation and good customs and practices of the locality; strengthen the management of festival organization, promptly prevent negative manifestations, taking advantage of festivals for superstitious activities, and making illegal profits; pay attention to improving the quality of tourism services at tourist areas and spots in the province.
- The armed forces play a core and pioneering role in crime prevention and control, proactively grasp the situation, closely manage the area and subjects, synchronously deploy solutions to ensure security, social order and safety in the province; strengthen traffic order and safety, fire prevention and fighting, especially at places where festival activities take place; focus on patrolling and strictly controlling people and vehicles passing through and entering border areas, seaports, trails, and openings, effectively combat and prevent illegal entry and exit across the border. Direct the completion of the task of assigning troops and preparing for military training, ensuring sufficient quantity, quality, and on time according to the set plan.
- Launch, promote and effectively organize patriotic emulation movements, peak emulation periods, strive to excellently complete political tasks, socio-economic development targets in 2025, make practical achievements to welcome Party Congresses at all levels towards the 14th National Congress of the Party. Timely commend or propose to competent authorities to commend appropriately to recognize and encourage organizations, individuals and functional forces with outstanding achievements in performing their duties and serving the people.
- Seriously instruct cadres, civil servants, public employees and workers to uphold the spirit of responsibility, be proactive, and focus on handling work immediately after Tet, especially the backlog of work due to Tet holiday, not to delay, affecting production, business and other socio-economic activities; absolutely do not go to festivals, temples, pagodas, or spring outings during working hours or on duty days if not assigned; do not use alcohol or beer while driving; do not use public vehicles to go to festivals, temples, pagodas or travel.
The Department of Planning and Investment shall preside over and coordinate with relevant units to closely monitor the situation, promptly forecast, analyze, and evaluate the ability to implement socio-economic development, national defense and security targets in 2025, proactively advise and propose solutions to effectively respond to fluctuations and new issues arising during the implementation process.
- Regularly review, inspect, and urge investors to promptly complete documents and procedures, speed up the implementation of projects and disburse public investment capital plans right from the first days and months of 2025. Urgently advise the Provincial People's Committee to submit to the Provincial People's Council for consideration and decision on allocation of capital sources, tasks, and projects that have not been allocated in detail according to regulations (if eligible); coordinate with relevant units to monitor, urge, and resolve difficulties and problems to speed up the implementation of direct investment projects; advise on handling slow projects and projects that violate investment commitments.
- Focus on guiding and accelerating the progress of investment preparation for large, key projects and works that have a spillover effect on the socio-economic development of the province, which are assigned a capital plan for investment preparation, as a basis for implementation right from the beginning of the medium-term public investment plan for the period 2026 - 2030. Continue to review and propose a list of works and projects to be inaugurated and started to welcome the 20th Provincial Party Congress; report to the Provincial People's Committee before March 30, 2025.
Coordinate with sectors and localities, focus on advising on the development of a plan for the Provincial People's Committee to overcome limitations and weaknesses in implementing the tasks of socio-economic development and ensuring national defense and security in 2024 of the province as pointed out in Report No. 306/BC-UBND dated December 4, 2024 of the Provincial People's Committee, and report to the Chairman of the Provincial People's Committee before March 15, 2025.
The Department of Finance shall preside over and coordinate with relevant units to focus on effectively implementing the state budget - financial tasks in 2025, especially solutions for state budget collection right from the beginning of the year, exploiting new revenue sources, revenue sources with room for growth, especially revenue sources with great potential. Closely monitor the collection progress, evaluate and analyze each collection location, each collection area, each tax to have effective and realistic direction and management plans, striving to fulfill the highest state budget collection task in 2025; Continue to advise on restructuring state budget expenditures towards increasing investment expenditures and reducing regular expenditures; thoroughly save expenditures, especially regular expenditures, non-urgent expenditures according to Resolution No. 01/NQ-CP of the Government, Directive No. 01/CT-TTg of the Prime Minister; Allocate resources to reform wage policies, implement social security policies and increase development investment expenditures according to regulations; improve the efficiency of management, allocation and use of the state budget; promote the implementation of contracting, bidding, ordering mechanisms, and the mechanism of autonomy and self-responsibility for the financial capacity of public service units.
Urgently advise on the development of a plan to handle and rearrange public assets according to regulations, especially housing and land facilities of sectors, levels, and units after mergers and consolidations; issue documents guiding departments, sectors, and units to implement the asset and financial management regime during the merger process, to be completed before February 28, 2025.
Propose plans to use increased central and local budget revenue sources (if any) in accordance with the provisions of the State Budget Law; urgently propose to allocate unallocated budget sources in 2025, take responsibility for delays in resource allocation; advise on plans to use regular budget expenditure savings in the province according to regulations; develop detailed allocation plans for investment capital from land use fee revenue to pay for compensation for site clearance and infrastructure investment in land exploitation projects managed by the province.
The Department of Agriculture and Rural Development shall preside over and coordinate with relevant units to closely monitor weather developments, direct and guide localities to have appropriate production plans, ensure irrigation water, seedlings and input materials, continue to direct good production of the Chiem Xuan crop within the best time frame; monitor weather and disease developments to proactively take effective measures to prevent and control cold and diseases for crops and livestock. Take advantage of favorable weather to effectively deploy and organize the implementation of the 2025 afforestation plan; strengthen protection and prevention of forest fires. Continue to implement solutions to overcome the European Commission's warning on combating illegal, unreported and unregulated (IUU) fishing, manage fisheries exploitation, ensure safety for people and fishing vessels operating at sea; Promote land accumulation and concentration for large-scale agricultural production, applying high technology; Convert ineffective crop areas to high-value crops; increase the application of science and technology, intensive technical measures to increase productivity, output and quality of agricultural products; mobilize diverse resources to promote new rural construction; continue to maintain and improve the quality of criteria in districts and communes that have been recognized as meeting new rural standards, associated with the improvement of rural areas, contributing to improving the quality and living environment of rural areas; effectively implement the One Commune One Product (OCOP) Program, promote the building of brands of OCOP products that meet standards. Strengthen promotional and trade promotion activities; advise on organizing conferences to connect supply and demand and display and introduce safe agricultural and food products of Thanh Hoa province in 2025; report to the Chairman of the Provincial People's Committee before April 15, 2025; Closely coordinate with the Department of Industry and Trade, the Provincial Market Management Department and related units to monitor the supply and demand of essential agricultural materials and agricultural products; proactively take timely measures to prevent shortages or congestion of materials and agricultural products; resolutely handle cases of intentional violations of the law and illegal profiteering; Speed up the implementation of the project to arrange and stabilize residents in areas at high risk of flash floods, landslides and landslides in mountainous districts of the province for the period 2021 - 2025. The Department of Industry and Trade shall preside over and coordinate with relevant units to promote industrial production activities, especially key industries, immediately after the Lunar New Year; focus on removing difficulties for projects, especially key projects, to put them into operation soon, creating momentum for development; Focus on directing the resolution of difficulties and obstacles, speeding up the implementation of investment projects on infrastructure of industrial clusters; report to the Chairman of the Provincial People's Committee on the results of the first implementation before March 30, 2025 and the second before August 30, 2025; Continue to closely monitor market developments, supply, demand for goods, especially essential goods and gasoline to proactively have plans or propose to competent authorities measures to ensure balance between supply and demand, avoid shortages or supply interruptions in any situation, causing market instability and affecting production and business. Coordinate with the Provincial Market Management Department to step up market inspection and control, combat smuggling, trade fraud, and counterfeit goods; strictly handle violations of goods serving people's lives during the New Year's festivals and other essential goods; Guide and support businesses to organize trade promotion activities in key, traditional, and key markets; study consumer trends in new localities and markets to adjust production and export orientations. Effectively implement the Domestic Market Development Project in conjunction with the Campaign "Vietnamese people use Vietnamese goods"; actively promote digital transformation in all sectors of the industry, focusing on promoting e-commerce development activities; encourage domestic consumption, stimulate consumption among people and businesses; Conduct a survey of the overall production capacity of 19 key industrial product groups and the capacity of export establishments to advise the Provincial People's Committee in directing and operating, striving to complete the industrial and export targets in 2025. Continue to call for and support investment attraction and expand production of key industries of the province. The Department of Transport shall preside over and coordinate with relevant units to continue to effectively implement the Prime Minister's instructions on improving the effectiveness of ensuring traffic order and safety; strengthen inspection and control of transport business activities, strictly handle violations, and ensure traffic safety. Pay attention to directing the regulation and organization of transport, arranging sufficient means of transport to serve travel needs after Tet, especially for festival-goers and workers returning to work during Tet holidays; strictly handle acts of increasing ticket prices in violation of regulations; Closely coordinate with relevant units of central ministries and branches in implementing infrastructure investment projects in the province under the responsibility of the central government (projects to upgrade national highways in the province such as: National Highway 45, National Highway 47, National Highway 47B, National Highway 217...). Speed up the progress, complete and put into use a number of projects in 2025 such as: the coastal road section Nga Son - Hoang Hoa; the road from Bim Son industrial park to the coastal road section Nga Son - Hoang Hoa; the road from National Highway 47 to Ho Chi Minh road...; speed up the progress of implementing a number of projects, such as: the coastal road section Hoang Hoa - Sam Son and Quang Xuong - Nghi Son town; Dong Xuan road - Thanh Hoa city; Cam Van bridge; Cua Du bridge... Speed up the preparation of documents and procedures to soon implement the inter-regional traffic project connecting Thanh Hoa - Hoa Binh and key projects of the province in the period 2026 - 2030. Strengthen the connection and coordination with central ministries and branches to soon complete documents and procedures to invest in the project to upgrade National Highway 217 (section from National Highway 1 to Ho Chi Minh road), the project to dredge the shipping channel into Nghi Son port; Continue to innovate and improve the quality of transportation services; promote transportation activities at Tho Xuan Airport; complete the project on socialization of investment and exploitation of Tho Xuan Airport, submit to competent authorities for approval according to regulations.
The Department of Construction shall preside over and coordinate with relevant units to continue to effectively implement regulations on piloting decentralization of approval authority, procedures for approving local adjustments to the master plan for construction of functional areas, and local adjustments to the master plan for urban areas; promptly report and propose to the Chairman of the Provincial People's Committee difficulties, obstacles, and contents beyond authority; Coordinate with the Department of Natural Resources and Environment, the Management Board of Nghi Son Economic Zone and industrial parks, and People's Committees of districts, towns, and cities to strengthen urging, guiding, and speeding up the progress of preparation, appraisal, and submission for approval of main functional subdivision plans according to the adjustment of the master plan, functional subdivision plans, and detailed plans in rapidly developing areas, along major traffic routes, and main traffic routes in the area; Promote the development of the construction materials industry in an environmentally friendly direction, meeting the needs of the province, domestically, and for export. Effectively implement the Project "investing in the construction of at least 01 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030" in the province. Coordinate with the People's Committees of districts, towns and cities to urgently complete investment procedures to soon start construction of urban projects that have selected investors.
The Department of Natural Resources and Environment shall preside over and coordinate with relevant units to focus on urging localities to strictly implement the direction of the Provincial People's Committee and the Chairman of the Provincial People's Committee, complete the preparation of the 2025 Land Use Plan, organize appraisal and submit for approval according to regulations. Strengthen inspection, examination and urge the implementation progress of projects that have been allocated land and leased land; for land use projects that are delayed for a long time and violate State regulations, it is necessary to resolutely advise competent authorities to consider and reclaim land to hand over to capable investors to implement the project; report to the Chairman of the Provincial People's Committee the results of the review and propose to reclaim the projects for the first time before April 30, 2025 and the second time before September 30, 2025; Regularly monitor and perform well the work of forecasting and warning of hydrometeorology, promptly provide information to serve the work of planning and organizing production; guide and inspect environmental protection work at festivals and tourist sites in the province; Focus on reviewing all direct investment projects in the province that have been allocated land or leased land by the State; on that basis, clearly identify difficulties, obstacles and causes of slow progress of projects and propose solutions for enterprises; report the list of projects with slow progress to the Chairman of the Provincial People's Committee before April 30, 2025. Regularly review the progress of direct investment projects, resolutely propose to competent authorities to revoke projects that are slow, wasteful, and violate legal provisions. For projects that have been slow in land use for more than 24 months, it is necessary to organize inspections, examinations, handling or propose competent authorities to handle violations (if any) according to regulations; report the implementation results to the Chairman of the Provincial People's Committee before June 20, 2025; Speed up the progress of completing documents and submitting them to competent authorities for approval of the project implementation policy for the centralized waste treatment area at the regional level in Xuan Phu commune, Tho Xuan district, Thanh Hoa province. Strengthen environmental pollution control, focus on controlling environmental protection in areas with high risk of pollution such as: economic zones, industrial parks, industrial clusters, craft villages; industrial establishments near water sources, upstream areas of river systems...; coordinate with relevant sectors and units to review and invest in completing the centralized wastewater collection and treatment system in industrial parks, industrial clusters, craft villages, concentrated residential areas, key tourist areas and spots of the province to ensure compliance with regulations.
The Department of Culture, Sports and Tourism shall preside over and coordinate with relevant sectors and units to focus on directing and guiding the implementation of measures to improve the quality of state management of festivals, ensuring solemnity, thrift, civilization, preserving and promoting the fine cultural identity of the nation. Strengthen inspection, examination, detection and strict handling of violations of regulations on organizing and participating in festivals, especially superstitious activities, negative manifestations, taking advantage of festivals to make illegal profits, violations in collecting and managing donation money and burning votive paper; require service and goods providers at the festival area to publicly post and sell at the listed price; do not solicit, force prices, or force tourists to buy goods at tourist attractions and festivals; report the implementation results to the Chairman of the Provincial People's Committee before March 30, 2025; Continue to promote comprehensive development of cultural fields; Organize well the activities to celebrate major holidays, important events of the country, the province and localities, ensure compliance with regulations, be effective and practice thrift, combat waste in organizing festivals, anniversaries...; strengthen communication, promotion and tourism promotion activities, apply information technology, promote digital transformation in tourism development; build routes and tourism products connecting tourist areas and destinations with historical and cultural relics and scenic spots of the province; develop four-season tourism associated with product consumption, especially the organization of fairs and exhibitions associated with tourism events and activities, especially holidays, Tet...; promote cooperation and linkage between localities in tourism development; Prepare well the conditions to successfully organize and participate in national and international sports competitions in 2025. The Department of Health shall preside over and coordinate with relevant units to continue improving the quality of medical examination, treatment and health care for the people. Focus on directing medical facilities to ensure adequate medicines, supplies and medical equipment. Strengthen measures to prevent and control epidemics, especially respiratory diseases and dangerous infectious diseases; closely monitor and supervise to detect early and handle promptly and thoroughly to prevent spreading in the community; Strengthen state management of food safety during the 2025 Spring Festival season; organize interdisciplinary inspections of food production, trading and processing establishments according to plan, focusing on food production and trading establishments in tourist spots, historical sites, scenic spots and crowded places; strictly handle violations; report to the Chairman of the Provincial People's Committee on the implementation results before March 20, 2025; Focus on professional management at private medical and pharmaceutical establishments; strengthen inspection and supervision of pharmaceutical and functional food business activities; prevent and combat counterfeit drugs, strictly handle violations; Coordinate with sectors to develop investment projects for purchasing medical equipment; study and adjust the financial autonomy ratio of public hospitals in 11 mountainous districts and hospitals facing difficulties in financial autonomy, ensuring suitability and feasibility; report to the Chairman of the Provincial People's Committee before April 30, 2025.
The Department of Labor, War Invalids and Social Affairs shall preside over and coordinate with relevant units to closely monitor the development of the labor market, grasp the labor and employment situation after the Lunar New Year holiday at enterprises, especially in industrial parks and industrial clusters, to have plans to support enterprises to overcome the labor shortage, avoid disruptions in labor supply, and meet the human resource needs for production and business of enterprises. Strengthen labor safety inspections, especially at industrial production facilities with large-scale and complex machinery lines; Fully, promptly and effectively implement social security and social welfare policies, especially preferential policies for people with meritorious services, poverty reduction, care for the lives of the elderly, people with disabilities, children in special circumstances, orphans and policies to support workers. The Ethnic Committee shall preside over and coordinate with relevant localities and units to grasp the living conditions of the people and ethnic minorities after the Lunar New Year, proactively coordinate with the Department of Labor, War Invalids and Social Affairs to advise and propose timely support for poor households and households in difficult circumstances during the months between crops to stabilize their lives and prevent hunger. The Management Board of Nghi Son Economic Zone and industrial parks shall preside over and coordinate with relevant units to urgently complete the zoning plan of industrial parks; focus on directing the resolution of difficulties and obstacles, speeding up the progress of implementing investment projects in infrastructure business of industrial parks; resolutely propose to competent authorities to revoke projects with long-term delays, reserve land funds for investors with real capacity to implement the project; report to the Chairman of the Provincial People's Committee on the implementation results of the first time before March 30, 2025 and the second time before August 30, 2025; Focus on exploiting the strengths of Nghi Son deep-water port cluster to develop seaport services, maritime transport, logistics, attract major shipping lines to open international container shipping routes; call for investment in building a regional logistics center in Nghi Son Economic Zone. Urgently advise on selecting investors to implement the Nghi Son LNG Power Plant project, ensuring compliance with regulations; At the same time, create all favorable conditions to start the project soon. Focus on reviewing all direct investment projects in Nghi Son Economic Zone and industrial parks in the province that have been approved for investment policy, but have not been allocated or leased land by the State; on that basis, clearly identify difficulties, obstacles and causes, propose solutions for enterprises; report to the Chairman of the Provincial People's Committee before March 31, 2025.
Regularly review the progress of direct investment projects, resolutely propose to competent authorities to revoke projects that are behind schedule, causing waste, and violating legal regulations. For projects that have exceeded the deadline for completing documents and land lease procedures, promptly report and propose to the Provincial People's Committee for consideration, settlement, and handling according to regulations.
The State Bank of Vietnam, Thanh Hoa Branch, has strengthened its direction to credit institutions in the province to synchronously implement solutions to improve credit quality, create favorable conditions for people and businesses to access bank credit, and create capital sources to carry out production and business activities from the beginning of the year; encourage credit institutions to reduce costs to stabilize lending interest rates to support businesses, especially in priority areas. Continue to strongly develop non-cash payment services; promote digital transformation, ensure security and safety of credit and banking activities, and ensure the legitimate and legal rights and interests of customers and related partners.
The Provincial Tax Department shall preside over and coordinate with relevant units to focus on reviewing revenue sources in the area to request enterprises and business households to register, declare and pay taxes to the state budget according to regulations; continue to vigorously implement tax debt collection; review and accurately classify debts to urge debt collection. The Department of Information and Communications shall preside over and coordinate with relevant sectors and units to direct and guide local news agencies and newspapers to promote information and propaganda work on outstanding achievements and advanced examples in the socio-economic development of the country and the province; activities to celebrate the Party, celebrate Spring, cultural, sports and early spring festivals of At Ty 2025; the atmosphere of launching to carry out tasks at the beginning of the new year of sectors, localities and units, creating a new momentum to promote the development of production and business activities.
