Turnkey, remove temporary housing immediately

- Responding to the movement "Join hands to eliminate temporary and dilapidated houses" in the province, many localities have had creative ways to complete the set plan. In particular, the "Turnkey" model has brought about clear results.

The “turnkey” model is a method of house construction management in which the contractor is fully responsible for the entire process from design, construction to handover of the completed project to the investor. The user only needs to “receive the key” and start using the project without having to participate in the implementation process. This process usually includes steps such as: survey, design, construction and handover, all performed by a single contractor.

Comrade Ma The Manh, Chairman of Trung Son Commune People's Committee shared: “According to the project to eliminate temporary and dilapidated houses in the 2024 - 2025 period, the whole commune has 202 households supported to repair and rebuild houses, including 3 households with special difficulties, unable to build houses. Therefore, the commune Party Committee and government assigned commune officials to be in charge of each household for repair and construction. In addition to the State's support resources, the commune assigned agencies and units located in the area to mobilize social resources to build houses for households in the form of "turnkey". Typical households are: Mr. Then Van Thanh, Na Ho village; Mr. Hoang Van Quan, Dong Cuom village; Mr. Thao Seo Phong, Lang Chap village".

In parallel with mobilizing resources from the community, localities skillfully and flexibly mobilized armed forces to support the elimination of temporary and dilapidated houses for the poor. At the end of April 2025, the Mobile Police Department, Tuyen Quang Provincial Police organized the inauguration ceremony and handed over a new house to the family of Mr. Trieu Van Tu, Dao ethnic group, in Deo Hoa hamlet, Chan Son commune (Yen Son). Mr. Tu's family has 7 members, including the youngest child with a disability. The family is poor, lacks land for production, and has a house that has been degraded for a long time but has not been able to repair it.

After 2 months of construction, the newly built house with an area of ​​85 m2 , ensuring "three hard" (hard foundation, hard roof, hard wall frame) was completed and put into use. Of which, officers and soldiers of the Mobile Police Department contributed and called on units and benefactors to join hands to support the family with 70 million VND; the rest is the family's counterpart capital.

In the house with the fragrant smell of new paint, Mr. Tu happily said: I never thought my family would have such a spacious and cozy new house. I don't know what to say other than to sincerely thank the authorities at all levels and the officers and soldiers of the Mobile Police Department for enthusiastically supporting my family to complete the construction of the new house.

Tan My is a locality that still faces many difficulties in Chiem Hoa district. This year, the commune will eliminate temporary and dilapidated houses for 122 households. The commune identified many challenges in the implementation process when many households could not manage to raise counterpart funds to build houses. Therefore, in addition to state funding, socialization work has been promoted by the locality and has received the response of the people with an amount of more than 450 million VND, supporting the construction of houses in the form of "turnkey" for 5 cases.

Comrade Ly Van Hung, Secretary of the Party Committee of Tan My Commune (Chiem Hoa) said: The Commune People's Committee has directed political and social organizations, armed forces, and youth unions to participate in supporting labor, transporting materials, and digging foundations. In addition, the commune will step in and assign specialized civil servants to design housing models, then make detailed estimates for housing and mobilize social resources to build houses, with the spirit of "turnkey" for households.

“Turnkey” is a method that has been and is being used by many people and benefactors for families in especially difficult circumstances. Each house built is not only a home but also carries the message of love from the whole society to the disadvantaged, helping them have more faith and determination to strive for a better life.
