According to Resolution No. 175/NQ-CP (issued in October 2023), the Government approved the National Data Center Project with the requirement: it must be built and operated in a state of high readiness, operating continuously 24/7, ensuring data security, information security and network security at the highest level. At the same time, the project aims at an open model, developing utility services and added values - increasingly meeting the needs of data integration, collection, storage, sharing and analysis. The 2-level local government model is being widely deployed. The authorities have carried out many big data collection and update campaigns: from employees, driver's licenses, vehicle ownership and to the 90-day campaign to enrich and clean land data. Therefore, it is necessary to deploy an optimal solution to ensure that the database processing is updated with the latest, complete and accurate. In reality, most of the declarations are done manually through paper forms distributed to households. This method has many shortcomings: personal information is easily leaked, errors due to manual data entry and information can be missed. After the collection stage, which is very laborious and time-consuming, the data entry and processing stage also takes a lot of resources and faces many disadvantages. A digital solution being implemented is to allow people to add and update information through the VNeID application. However, this solution is currently facing some difficulties: The application is overloaded when many people log in at the same time; people are still confused when operating.
The National Data Center is the focal point for the country's database resources, so it needs to be managed and exploited effectively. An important requirement for the center to be effective is that the data needs to be updated regularly. Updating and exploiting data are two parallel areas in management work, to ensure that the data is always new and complete. Therefore, it is necessary to solve two requirements: sharing and connecting data. It is impossible to let data "stale" in the data center while the end users cannot access the necessary information.
