Strategy for developing Vietnam's cultural industries to 2030, vision to 2045

Prime Minister Pham Minh Chinh has just signed Decision No. 2486/QD-TTg approving the Strategy for developing cultural industries in Vietnam to 2030, with a vision to 2045.

This is an important document aimed at creating breakthroughs for economic sectors based on innovation, technology and cultural values ​​- an increasingly affirmed pillar in the country's sustainable development process.

The strategy identifies 10 key cultural industries, including: cinema; fine arts, photography, exhibitions; performing arts; software and entertainment games; advertising; handicrafts; cultural tourism; creative design; television and radio; publishing. These industries are oriented to develop synchronously, based on intellectual property protection mechanisms, strongly applying science and technology and meeting the people's increasing demand for cultural enjoyment, while at the same time being in line with the trend of international integration.

By 2045, Vietnam will become a developed country in cultural industry.

The strategy states that by 2030, cultural industries will strive to achieve an average growth rate of about 10% per year, contributing 7% to GDP; the labor force will increase by 10% per year and account for 6% of the total social labor force. Along with that, the number of economic establishments operating in this field will increase by an average of 10% per year; export value will increase by 7% per year.

The strategy emphasizes the planning and synchronous development of cultural industrial centers, creative spaces, and cultural complexes associated with the branding of local and national products. This will be an important driving force to promote innovation and create a modern cultural industrial ecosystem.

The vision for 2045 is to create a sustainable cultural industry, contributing 9% of GDP, the workforce accounting for 8%, in which digital cultural industry products account for over 80% of total products. Vietnam strives to become a developed country in cultural industry and entertainment industry in the Asia region, contributing to affirming the country's position on the world cultural industry map.

Core solutions

The strategy focuses on developing regional cultural industries, forming influential connecting centers; building a creative business ecosystem associated with production-promotion-consumption. The period up to 2030 focuses on meeting domestic market demand and boosting exports, prioritizing markets with a large Vietnamese population; by 2045, improving competitiveness to strongly expand into international markets.

Six key priority industries include: cinema; performing arts; software and entertainment games; advertising; handicrafts; cultural tourism - fields with great influence, the ability to effectively exploit cultural values ​​and play an important role in building national soft power.

For effective implementation, the Strategy sets out a comprehensive set of tasks and solutions: promoting communication, perfecting institutions and policies; developing high-quality human resources; investing in infrastructure and attracting social resources; promoting innovation and digital transformation; developing markets and products; strengthening international cooperation and protecting intellectual property rights.

The Ministry of Culture, Sports and Tourism is assigned to preside over the development of an implementation plan; propose necessary mechanisms and policies; develop a database system and a set of statistical indicators for cultural industries; and coordinate with other sectors to ensure uniform implementation nationwide. Ministries, sectors, localities and professional organizations are responsible for coordinating implementation and ensuring the Strategy is put into practice.

The approval of this Strategy demonstrates the Government's determination to develop the cultural industry into an important economic sector, contributing to enhancing competitiveness, promoting the country's image and promoting sustainable development in the new period.
