Vietnam-Kazakhstan's 'Swallows herald spring'

At the recent Kazakhstan-Vietnam Business Forum, the Ambassador commented that the first Kazakhstan business delegation to Vietnam is “a swallow heralding spring”. What can we expect, Ambassador?

We are looking forward to promoting trade between Kazakhstan and Vietnamese businesses. The presence of the trade delegation in Hanoi confirms the interest of Kazakhstani businessmen in the rapid development of trade and economic relations between the two countries.

There are many favorable conditions for promoting economic cooperation between the two sides. First is the friendly nature of bilateral relations.

Second, the Free Trade Agreement between the Eurasian Economic Union (EAEU) and Vietnam creates many incentives for both sides. Kazakhstan ranks second in trade with Vietnam among EAEU member states.

Third , the complementary nature of the two economies is very clear, both countries have demand for each other's goods. Kazakhstan is ready to increase exports to Vietnam many times. We estimate this export potential at about 500 million USD, the list of export goods has been sent to the Vietnamese side.

Now we are waiting for a similar trade delegation from Vietnam to Kazakhstan. I look forward to this coming soon and hope that the exchange of trade delegations will become more regular.

During the official visit to Kazakhstan in 2022 by VicePresident Vo Thi Anh Xuan, President Kassym-Jomart Tokaev affirmed Kazakhstan's desire to make a breakthrough in bilateral cooperation with Vietnam in many fields, especially economy and trade. How attractive is Vietnam to Kazakhstan, Ambassador?

In the world , Vietnam is having an impressive economic growth rate. Moreover, in addition to the rapid growth rate, Vietnam's economy is also notable for its continuous growth. As a result, Vietnam's GDP has increased 60 times since 1985. Through the foreign investment environment, Vietnam and its partners promote high technology to produce many types of consumer goods.

Nowadays, even large multinational companies share the view that it is beneficial to locate production plants in Vietnam. This fact has had a great impact on Kazakhstani businesses.

In the coming time, according to the Ambassador, what solutions do Vietnam and Kazakhstan need to soon achieve the trade turnover target of 1.5 billion USD?

We have seen a significant increase in trade after the EAEU-Vietnam Free Trade Agreement. However, this growth is spontaneous. It peaks and slows down. Therefore, proactive efforts are needed to form the institutional basis for economic cooperation. The issue is not only to implement temporary trade tasks but also to establish long-term mechanisms.

Within the framework of the recent trade mission, the Kazakhstan Trade Policy Development Center “QazTrade” and the Vietnamese Company “Inserimex Co.Ltd” planned to establish a Kazakhstan-Vietnam import-export company.

In the coming time, it is necessary to sign a memorandum of understanding on cooperation between the National Chamber of Entrepreneurs of Kazakhstan “Atameken” and the Vietnam Federation of Commerce and Industry (VCCI). Direct exchange between entrepreneurs is extremely important. Therefore, I propose to establish the Kazakhstan-Vietnam Business Council as a permanent forum for business dialogue.

Over time, I am sure that there will be more tools to promote economic cooperation between the two countries such as joint investment funds, banks... These will no longer be "swallows", but "eagles".

How does the Ambassador evaluate Vietnam's strategies and policies on economic development, especially digital economy and green economy in recent times?

Experience shows that if Vietnam shows political determination to achieve something, it will move towards its goals consistently. Vietnam is showing clear determination in developing the digital economy and green economy. The policies have been approved by the Government and have had significant results. Greenhouse gas emissions in the energy sector in Vietnam are on a downward trend, many wind farms are springing up in many provinces and cities...

With 68.17 million Internet users, Vietnam has impressive prospects for digital transformation. There are currently more than 45,000 IT companies operating in Vietnam. The total revenue of these companies, including foreign direct investment enterprises, is estimated at 126 billion USD.

Vietnam's IT services exports account for 30% of the country's total export value and 3% of the global IT market. Vietnamese people actively use mobile applications and online stores.

I firmly believe that Vietnam’s young, dynamic, tech-savvy generation can transform the country into a fully digital economy. In this respect, Kazakhstan and Vietnam are very similar.

The Ambassador once shared about spending a lot of time traveling to Vietnamese localities. What are your impressions?

Those were very interesting experiences. I visited the High-Tech Park in Ho Chi Minh City, the fish factory on the Mekong River, the textile factory and seaport in Da Nang, the phosphorite factory in Lao Cai, tourist attractions in Nha Trang, Phu Quoc, many industrial food factories in the provinces surrounding Hanoi...

I see progress and development everywhere. I believe that Vietnam's economic growth figures reflect the economic reality of its people.

Diplomats are “bridges” connecting countries. What do you think about this view, Ambassador?

I think that is absolutely true. A diplomat should not be limited to “rigid” diplomacy – meetings, negotiations, official visits. I see great value in the convergence of cultures.

Therefore, our Embassy also participates in screening films and translating books. We have translated Abai's Teachings and Kazakh Folk Tales into Vietnamese.

Soon we will hold a presentation of the famous novel about the history of the Kazakh people - The Nomads by Ilyas Yesenberlin. Anyone who has read these three volumes can be considered an expert on the history of the Kazakh state.

The Vietnam-Kazakhstan business meeting took place in Hanoi within the framework of the visit and work of the trade and economic delegation and Kazakhstan manufacturers in Vietnam (March 15-17). This is the first time a Kazakhstan business delegation has come to learn about the Vietnamese market.
