On the morning of November 4, Government Inspector General Doan Hong Phong presented to the National Assembly a draft law amending and supplementing a number of articles of the Law on Anti-Corruption. This draft law amends and increases the value of assets and income that must be declared and the level of fluctuation of assets and income during the year that must be additionally declared.
According to the plan submitted by the Government to the National Assembly , the value of assets that must be declared is expected to be increased threefold, from 50 million to 150 million VND. The value of assets and income that must be declared additionally when there is an increase in fluctuation during the year is also proposed to be increased from 300 million to 1 billion VND.

Government Inspector General Doan Hong Phong emphasized that this regulation is to suit the conditions of socio-economic development and prices have increased significantly compared to 2018.
The draft law stipulates that the asset and income control agency monitors changes in assets and income of those required to declare through analyzing and evaluating information from declarations or other sources.
In case of detecting assets and income fluctuations of 1 billion VND or more during the year that the person with the obligation to declare does not declare, the asset and income control agency shall request that person to provide and supplement relevant information.
Also according to the proposed amendment, in case of increased fluctuations in assets and income, the person who is obliged to declare must explain the origin of the increased assets and income. If the explanation of the origin of assets and income is not reasonable, the agency controlling assets and income will conduct verification.
The declaration and explanation of the origin of assets and additional income are also clearly stated as one of the criteria to evaluate and classify the level of task completion of cadres, party members, civil servants and public employees.

According to the draft law, the agencies controlling assets and income include: Inspection Committees of Party Committees at the grassroots level and above; Government Inspectorate; Supreme People's Court, Supreme People's Procuracy, State Audit, Office of the National Assembly, Office of the President, National Assembly Delegation Work Committee, Central agencies of socio-political organizations; ministries, ministerial-level agencies, agencies under the Government; Inspectorates of provinces and centrally run cities.
Reviewing the Government's submission, Chairman of the Law and Justice Committee Hoang Thanh Tung said that the Committee assessed that the draft law had been carefully and seriously prepared by the Government, in accordance with regulations on submitting drafts according to shortened procedures.
Regarding the increase in the value of assets and income that must be declared and the increase in the fluctuation of assets and income during the year that must be additionally declared, the auditing agency also agreed with the provisions as mentioned in the draft law.
According to the inspection agency, this regulation is consistent with the socio-economic situation, accurately reflects current price and income fluctuations, and ensures centralized management and control of declaration of assets and income of large value.

This regulation will reduce unnecessary administrative procedures for controlling the declaration of assets and small-value income, thereby improving the effectiveness of corruption prevention.
In addition, there are opinions in the review agency that the monetary quantification levels should not be rigidly regulated in the law. Instead, the Government should be assigned to specifically regulate the monetary quantification levels in sub-law documents so that they can be flexibly adjusted in each period, in accordance with the socio-economic situation.
This draft law amends and completes 17/96 articles of the Law on Anti-Corruption, and is expected to be considered and approved at the 10th session.
