The Prime Minister has just signed a Decision approving the Project on Training Human Resources for High-Tech Development in the 2025-2025 period and orientation to 2045.

Accordingly, training high-quality human resources to serve the development of science , technology, innovation and national digital transformation is considered by the Government as an important task, requiring breakthrough policies, specific mechanisms, appropriate investment resources, urgent and long-term solutions, and a suitable implementation roadmap.

The information technology sector alone needs 180,000 graduates from now until 2035 to serve high-tech development.

This project aims to expand and focus on high-level, high-quality training in science, technology, engineering and mathematics (STEM) to meet the diverse needs of human resources in high-tech fields.

Not only that, the project also aims to attract and employ talented people, promote scientific research, technology development, and innovation in universityeducational institutions.

All are aimed at creating a national competitive advantage in attracting investment from large technology corporations in the world, contributing to the economic restructuring and sustainable development of the country in the new era based on science, technology and innovation, digital transformation and green transformation.

Key areas serving high-tech development

The project aims to rapidly increase the scale of high-level training in STEM fields, especially basic sciences and fields related to digital technology, artificial intelligence and biotechnology.

Specifically, from now until 2030, the proportion of people studying STEM fields will reach 35% at each training level, of which at least 2.5% will be in basic sciences and 18% will be in fields related to digital technology.

In terms of the total training scale of STEM majors, the number of people studying engineering and master's training programs accounts for at least 10% and the number of people studying doctoral training programs accounts for at least 1%; the proportion of women accounts for at least 20%.

The number of people graduating from training programs on information and communication technology reaches 80,000 people/year, of which at least 10% are awarded engineering, master's or doctoral degrees; those specializing in artificial intelligence reach 8,000 people/year, of which at least 20% are awarded engineering, master's or doctoral degrees.

Knowledge of artificial intelligence will be integrated into 100% of training programs

In particular, 100% of bachelor's, engineer's and master's training programs in STEM fields integrate knowledge, data analysis skills and artificial intelligence.

In addition, the number of people graduating from specialized training programs in biology, biotechnology and biomedicine reaches 5,000 people/year, of which at least 20% are awarded engineering, master's or doctoral degrees.

To serve training purposes, the project aims to have at least 2,000 people with PhD degrees in STEM fields working abroad recruited as university lecturers in the country or have a teaching contract for at least one semester at a university.

In the 2030-2045 period, the target will increase to 40% of people studying STEM at each level, 100,000 people graduating in information and communication technology; 15,000 people graduating in artificial intelligence; 8,000 people graduating in biology, biotechnology and biomedicine.

Amendments to tuition, scholarship and loan policies

According to the project, the Government will increase investment policies for STEM education and provide financial support for students studying STEM fields.

Specifically, we will study and amend regulations on preferential credit for students in the direction of expanding the subjects and conditions for borrowing, reducing interest rates, increasing loan amounts and repayment terms, and providing special incentives for STEM majors.

Research and amend regulations on scholarships to encourage learning in the direction of expanding the subjects, funding sources from the state budget, with priority regimes according to subjects and training fields. Prioritize scholarships at the highest level for students in talent training programs in the project.

In addition, research to amend and supplement regulations on tuition exemption and reduction to apply to learners of talent training programs within the scope of the project and human resource training programs for industries and majors identified in programs, strategies and projects approved by the Prime Minister.

The government will have specific mechanisms and policies to attract good lecturers in STEM fields.

Regarding the teaching staff, the Government will also have specific mechanisms and policies, and provide financial support to attract, recruit, and hire excellent foreign lecturers in STEM fields to work and teach at universities, especially for talent training programs.

At the same time, amend and complete regulations on standards and procedures for recognition of qualifications and appointment of professors and associate professors; increase autonomy for higher education institutions in attracting and recruiting excellent lecturers for academic management positions, associated with the appointment of professors and associate professors.

Facilities and technology serving training and research in educational institutions will also be enhanced, such as investment in upgrading laboratory systems, technology and learning materials serving training and research in STEM fields.

Public universities, regardless of their level of financial autonomy, will also receive the highest incentives in terms of re-borrowing rates for ODA loans and other preferential loans.
