Prime Minister Pham Minh Chinh had a working session with the Chairman of NVIDIA Corporation and witnessed the signing ceremony of the Agreement between the Vietnamese Government and NVIDIA Corporation.
On the afternoon of December 5, at the Government Headquarters, Prime Minister Pham Minh Chinh had a working session with Mr. Jensen Huang, founder and Chairman of NVIDIA Corporation and witnessed the signing ceremony of the Agreement between the Vietnamese Government and NVIDIA Corporation on cooperation in establishing the NVIDIA Artificial Intelligence (AI) Research and Development Center and the AI Data Center in Vietnam.
Also attending were Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son, Minister of Planning and Investment Nguyen Chi Dung, Minister and Head of the Government Office Tran Van Son, leaders of ministries, branches, localities, major technology enterprises of Vietnam, and senior leaders of NVIDIA Corporation.
After the meeting, Chairman of NVIDIA Corporation and Minister of Planning and Investment Nguyen Chi Dung met and discussed with the press about the Cooperation Agreement between the Government and NVIDIA.
At the meeting, Prime Minister Pham Minh Chinh welcomed the Chairman and senior leaders of NVIDIA Corporation to visit and work in Vietnam for the second time, and congratulated the Chairman of NVIDIA on being awarded the VinFuture Prize to honor individuals and scientists of humanity; and sincerely thanked NVIDIA for its affection, advice and effective cooperation for Vietnam.
The Prime Minister assessed that the Cooperation Agreement between NVIDIA and the Government of Vietnam, which was just signed just over 1 year after the Prime Minister visited NVIDIA in the United States (September 2023), is an important milestone demonstrating the determination and strong commitment of Chairman Jensen Huang in turning Vietnam into "NVIDIA's second home" with the spirit of "what is said is done, what is committed must be done, what is done must bring about specific results", time, intelligence and timely decisiveness are the decisive factors for success.
In the coming time, the Prime Minister proposed that the two sides cooperate in researching and developing artificial intelligence to create a new production force based on Vietnamese artificial intelligence with the cooperation of NVIDIA and proposed some specific directions.
Accordingly, NVIDIA continues to advise Vietnam to develop this field in accordance with the trend of the times and the conditions, circumstances, and cultural and historical traditions of Vietnam; cooperate in developing artificial intelligence infrastructure; cooperate in training human resources to promote the intelligence and capacity of Vietnamese people, with the view that people are the center, the subject, the goal, the resource, and the driving force for development; cooperate in developing artificial intelligence to exploit underground space, sea space, and outer space; cooperate in promoting the start-up movement, innovation, especially inspiring the young generation; develop technology to fully exploit Vietnam's potential through artificial intelligence. Thereby, contributing to realizing Vietnam's vision and aspiration for independence, freedom, and autonomy, bringing the country into a new era, an era of wealth and prosperity, with people increasingly well-off and happy as General Secretary To Lam has directed.
The Prime Minister expressed his gratitude and high appreciation for the efforts, commitment and dedication of NVIDIA Corporation; highly appreciated the proactive spirit and efforts of the Ministry of Planning and Investment in implementing cooperation with NVIDIA Corporation; and at the same time commended the close and effective coordination of relevant ministries, branches, agencies, and domestic technology corporations that have been proactive, positive, creative and very responsible in implementing cooperation contents with NVIDIA.
The Prime Minister asked NVIDIA Corporation to continue to closely coordinate with the National Innovation Center, the Ministry of Planning and Investment, and leading technology enterprises and technical universities in Vietnam.
The Vietnamese Government is committed to creating the most favorable conditions for the effective implementation of cooperation contents between the two sides, bringing practical benefits to both sides in the spirit of "harmonious benefits, shared risks", "listening and understanding together; sharing vision and action together; working together, winning together, developing businesses and developing the country together; enjoying joy, happiness and pride together".
A turning point, an important milestone for NVIDIA and Vietnam
For his part, NVIDIA President Jensen Huang expressed his pleasure to return to Vietnam to announce NVIDIA's Research and Development Center in Vietnam, continuing the discussion with the Prime Minister on the fields of artificial intelligence, semiconductor chips, and technology in Vietnam.
He affirmed that the technology world is restarting because of artificial intelligence, this is a great opportunity, an important moment for Vietnam when the artificial intelligence industry is undergoing the most profound changes, promoting the development of new industries, new services, new products, new businesses, promoting growth. Artificial intelligence is a new technology that is changing the data of all countries, data must be considered a national resource, Vietnam needs to process its own data and turn this data into Vietnamese AI, for Vietnamese industries and society.
"Just as the energy industry turned water and sun into electricity, artificial intelligence is the new industry that will turn electricity and data into valuable digital intelligence. And like electricity, trillions of dollars annually in the artificial intelligence industry will be consumed by Vietnamese people and businesses," he said.
Appreciating Vietnam's strong resources and believing that education is the foundation of Vietnam's artificial intelligence future, Chairman Jensen Huang said that more than 48 thousand engineers in NVIDIA's ecosystem, nearly 100 artificial intelligence enterprises, and 36 universities are cooperating with NVIDIA.
He believes that the collaborative efforts are helping us build a strong AI future for Vietnam. "AI is an extraordinary opportunity for Vietnam. Vietnam's strong encouragement and support for this field will be a big boost to build an AI ecosystem for Vietnam and NVIDIA and I will be your partner, your friend on every step, every journey of AI. I would like to thank the Prime Minister for his vision and encouragement, the 2023 visit and the messages from the Prime Minister have convinced me of Vietnam's capacity, the prosperous future that AI can bring to Vietnam," said the NVIDIA President.
Speaking at the meeting, Minister Nguyen Chi Dung said that this is an extremely important event, a historic turning point. The agreement is not only a strategic step and a new development direction for NVIDIA, but also an important milestone for Vietnam to become the leading AI research and development center in Asia, creating breakthroughs for key technology industries, while opening up career opportunities for domestic talent.
Looking back at the process of building and developing this cooperative relationship, we can clearly see the imprints and decisive roles of the Prime Minister and the Chairman of NVIDIA, starting from the Prime Minister's visit and working session with NVIDIA Corporation in the United States in September 2023. At NVIDIA headquarters, the Prime Minister directly witnessed NVIDIA's breakthrough technologies introduced by Chairman Jensen Huang himself. This meeting is not only an important milestone in the strategic partnership between the two sides, but also opens a new chapter in the long-term cooperation journey between Vietnam and NVIDIA.

The Minister emphasized: The signing of the Agreement with NVIDIA - the world's leading technology corporation in the field of AI and semiconductor technology, demonstrates Vietnam's vision of "catching up, advancing together and surpassing" in the field of artificial intelligence - one of the technology industries with the potential to create breakthroughs, new driving forces to promote productivity and competitiveness of the economy and contribute to rapid and sustainable economic growth based on innovation. This is also an important transitional moment for Vietnam to accelerate the digital transformation, entering a new era - the era of national growth - as the message of General Secretary To Lam, in order to realize the aspiration of building a prosperous and powerful Vietnam.
With the advantage of a young, dynamic and technology-savvy workforce, Vietnam is emerging as a bright spot in Southeast Asia in terms of innovation, development and application of artificial intelligence. The Vietnamese government has identified AI as one of the priority areas in its national development strategy, and is committed to creating a favorable environment for leading technology corporations, such as NVIDIA, to invest and develop long-term in Vietnam.
The establishment of the NVIDIA AI Research and Development Center and Viettel AI Data Center using technologies provided by NVIDIA will be an important foundation to promote research and development of advanced AI technologies in Vietnam. NVIDIA's support in the field of AI will help Vietnam not only achieve its development goals in the high-tech industry in general and the AI field in particular, but also contribute to promoting the entire Southeast Asia region to become a destination for innovation.
