Amending and supplementing a number of articles of the Regulations on national excellent student selection exams
From December 9, Circular No. 23/2025/TT-BGDDT dated October 24, 2025 amending and supplementing a number of articles of the Regulations on national excellent student selection exams issued together with Circular No. 17/2023/TT-BGDDT dated October 10, 2023 of the Minister of Education and Training will take effect.
Circular No. 23/2025/TT-BGDDT has amendments and supplements to suit the functions and tasks of inspection and examination activities during the organization of the Exam, according to the provisions of Decree No. 109/2025/ND-CP dated May 20, 2025 of the Prime Minister on the functions, tasks, powers and organizational structure of the Government Inspectorate .
Regarding the number of candidates, the new regulations stipulate that each participating unit can register a maximum of 10 candidates for each team. Hanoi alone can register a maximum of 20 candidates for each team.
Contest units implementing the arrangement of provincial-level administrative units are allocated a fixed number of 20 to 40 candidates for each exam subject, in which, Ho Chi Minh City leads in number.

Regarding inspection, the Ministry of Education and Training decided to establish inspection teams to inspect the preparation and organization of the exam for the participating units and the Exam Council; and to inspect the grading and review work according to the law.
Abolish Joint Circular 15/2010/TTLT-BTC-BGDĐT
From December 1, Joint Circular 15/2010/TTLT-BTC-BGDDT guiding the management and use of funds to implement the School Education Quality Assurance Program for the 2010-2015 period and Joint Circular 143/2013/TTLT-BTC-BGDDT amending Joint Circular 15/2010/TTLT-BTC-BGDDT were completely abolished.
