Educational linkages in public schools in Hanoi
The Government issued Decree No. 202/2025/ND-CP detailing the conditions, order, procedures, educational programs, granting of diplomas and certificates for implementing educational linkages and teaching integrated educational programs for public preschool and general education institutions of Hanoi city.
This Decree comes into force from August 27, 2025.
The Decree consists of 6 chapters and 21 articles, detailing the conditions, procedures, educational programs, granting of diplomas and certificates for implementing educational linkages and teaching integrated educational programs for public preschool and general education institutions in Hanoi city.
According to this Decree, the conditions for implementing educational linkage are stipulated as follows:
There must be an integrated education program approved by a competent authority as prescribed. The class size and facilities must meet the requirements of the integrated education program and not affect the general teaching activities of the public preschool and general education institutions of Hanoi city participating in the educational partnership.
Vietnamese teachers teaching integrated education programs must meet the standard training level of the school level as prescribed by Vietnamese law. Foreign teachers teaching integrated education programs must have a university degree appropriate to their teaching expertise and a pedagogical certificate or equivalent;
Teachers teaching integrated education programs in foreign languages must have foreign language proficiency that meets the requirements of the integrated education program and is not lower than Level 5 of the 6-level Foreign Language Proficiency Framework for Vietnam or equivalent.
Foreign educational institutions participating in educational cooperation must be established and operate legally abroad, have been operating for at least 5 years abroad as of the date the public preschool and general education institution of Hanoi city submits the application for approval of educational cooperation; have not violated the laws of the host country during the period of operation, have organized direct teaching, have a valid certificate of educational quality assessment or be recognized by a competent foreign educational agency or organization for educational quality.
Foreign educational organizations providing educational programs participating in educational partnerships must be established and legally operating abroad, and have been operating to provide preschool or general education programs for at least 5 years as of the date the public preschool or general education institution of Hanoi city submits the application for approval of educational partnerships.
The total time for approval of educational association is 20 working days. The term of educational association is not more than 5 years and can be extended.
Students who complete the integrated education program at each level and meet the prescribed conditions will be confirmed or certified to have completed the education program, and will be granted a diploma according to the provisions of Vietnamese law and a diploma or certificate issued by a foreign educational institution or organization.
Foreign diplomas and certificates issued to students under integrated education programs are recognized for use in Vietnam without having to go through diploma and certificate recognition procedures.
The Decree stipulates that the Hanoi People's Committee approves educational partnerships; procedures for approving educational partnerships. The term of an educational partnership shall not exceed 5 years from the date of approval and may be extended, each extension shall not exceed 5 years.

Pay health insurance for students
The Government issued Decree No. 188/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Health Insurance. The Decree takes effect from August 15, 2025.
Although not in the field of education, this Decree contains provisions related to students, specifically as follows:
For students specified in Point b, Clause 4, Article 12 of the Law on Health Insurance:
Every 3, 6 or 12 months, students or their parents or guardians are responsible for paying health insurance for the part of their responsibility as prescribed in Clause 2, Article 8 of this Decree to the social insurance agency;
Students studying at educational institutions or vocational training institutions under ministries and central agencies are supported by the central budget.
Students studying at other educational institutions or vocational training institutions will receive support from the local budget, including the central budget (if any) where the educational institution is located, regardless of the student's permanent residence.
The subjects specified in Point b, Clause 4, Article 12 of the Law on Health Insurance are students of general education institutions who pay annual health insurance as follows:
Grade 1 students: from October 1st of the first year of primary school; from the last day of the month the child turns 72 months old in the case specified in Point b, Clause 2 of this Article;
Grade 12 students: from January 1 to September 30 of that year. Grade 12 students are encouraged to pay health insurance and enjoy health insurance support until December 31 of the final school year to ensure continuous health insurance benefits, without having to repay the state budget health insurance support fund in case of change of subject.
The subjects specified in Point b, Clause 4, Article 12 of the Law on Health Insurance are students of higher education institutions and vocational education institutions who pay annual health insurance, including:
First-year students of the course: from the date of admission; in case the card of a grade 12 student is still valid after the date of admission, the payment will be made from the date the health insurance card expires;
Final year students: from January 1 to the last day of the month the course ends. Final year students are encouraged to pay health insurance and enjoy health insurance support until December 31 of the final year of study to ensure continuous health insurance benefits, and do not have to repay the state budget health insurance support fund in case of change of subject.
