Seriously implement the Literacy Eradication Program
On November 13, in An Giang province, the field survey team of the Ministry of Education and Training led by Mr. Nguyen Xuan Thuy, Deputy Director of the Department of Vocational Education and Continuing Education (GDNN-GDTX), worked with communes on the development of a toolkit for assessing re-illiteracy in ethnic minority areas in the province.
At the working session, representatives of the three communes of Chau Thanh, Ngoc Chuc and Dinh Hoa ( An Giang province) briefly reported on the results of implementing the work of eliminating illiteracy (XMC) and preventing re-illiteracy, in the period of 2023 - 2025 in the area.
In which, Chau Thanh commune (An Giang province) was merged from Minh Luong town, Giuc Tuong commune and Minh Hoa commune. This is a locality with many ethnic groups living together, such as: Kinh (accounting for 50.3%); Hoa (accounting for 5.2%); Khmer (accounting for 44%); other ethnic groups (accounting for 0.5%).

According to the People's Committee of Chau Thanh commune, in the period of 2023 - 2025, the Steering Committee for Universal Education and Literacy Eradication (PCGD-XMC) will coordinate with the commune's departments, branches and organizations to develop a plan to implement the assigned targets.
At the same time, direct school units to develop plans, review illiterate people between the ages of 15 and 60, and compile statistics for each management area to mobilize students to attend XMC classes.
Direct schools to coordinate with the leaders of hamlets and neighborhoods to concentrate resources to mobilize illiterate people to attend the Program's XMC classes.
As a result, Chau Thanh commune still has 101/45,181 people aged 15-60 who have not met the literacy standard level 1 (rate of 0.22%); 287/45,181 people aged 15-60 have not met the literacy standard level 2 (rate of 0.64%).
Regarding the mobilization of students to attend XMC classes, Minh Luong 1 and 2 Primary Schools have mobilized 11 students to attend the XMC program, completing the third term of phase 1. Similarly, Giuc Tuong 2 Primary School has mobilized 8 students to attend the XMC program, completing the second term of phase 1.

In Dinh Hoa commune, there are still 253 people with level 1 illiteracy and 529 people with level 2 illiteracy; 30 students have been mobilized to attend the XMC class.
In addition, Ngoc Chuc commune has mobilized 10/10 students to participate in the literacy class. Up to now, the commune has achieved XMC level 2 standard.
In general, the communes have thoroughly grasped and deployed legal documents on the implementation of the XMC Program; directed affiliated school units to review the subjects of XMC school age in the ethnic minority areas.
Conduct XMC survey and combat illiteracy
Also at the working session, members of the Field Survey Team of the Ministry of Education and Training exchanged information on the characteristics and specific situation of implementing XMC and preventing illiteracy relapse in each locality, in the period 2023 - 2025.
At the same time, conduct a survey on XMC and prevent re-illiteracy in 2 target groups through a survey link, as a basis for the delegation to complete the development of a Toolkit for assessing re-illiteracy in ethnic minority areas.

Previously, on November 11, the Ministry of Education and Training held a workshop to contribute ideas to the Toolkit, survey plan and research orientation, and proposed solutions for implementing XMC work in ethnic minority villages/hamlets.
At the workshop, Mr. Nguyen Xuan Thuy, Deputy Director of the Department of Vocational Education and Continuing Education, said that to achieve sustainable results, the work of XMC needs to be approached synchronously, placing the community at the center, effectively utilizing technology and, more importantly, building a specific and stable policy mechanism.
In 2025, the Ministry of Education and Training has assigned the Department of Vocational Education and Continuing Education to carry out two key tasks. These include researching and developing a toolkit to assess the re-illiteracy situation in order to accurately identify the current situation, measure the level, and thereby propose effective and sustainable management and intervention solutions.
The Department of Vocational Education and Continuing Education identifies the need to develop a nationwide, accurate and unified data set and survey tools as an urgent requirement, serving as a basis for developing policies appropriate to the characteristics of each region and each target group.
