Accelerating digital transformation in management
Since the beginning of 2025, the work of universalizing education and eliminating illiteracy (PCGD, XMC) in Vinh Long has continued to achieve comprehensive results. The province is maintaining its position as one of the leading localities in the Mekong Delta (MD) in terms of student attendance rate and basic education quality.
The entire industry is focusing on the final sprint of the year, aiming to maintain a solid universal standard and transform management to a comprehensive digital platform.
With the attention and direction of the Provincial Party Committee, the Provincial People's Committee and the synchronous participation of sectors and organizations, the school network in Vinh Long continues to be consolidated, and facilities and teaching staff are enhanced.
According to the Provincial Steering Committee for Education and Training, most of the criteria for universalizing and eliminating illiteracy have reached a very high and stable level. The rate of mobilizing 5-year-old children to attend class is almost absolute (99.9%), 100% of communes and wards maintain the standard of universalizing preschool education.

At the primary level, 100% of 6-year-old children are enrolled in grade 1, with the primary school completion rate reaching over 95.7%. The secondary level also maintains a high graduation rate, with over 97% of 15-18 year-olds having a secondary school diploma, of which over 87.5% are continuing their education or vocational training.
Notably, the province's illiteracy eradication work has been maintained steadily: 99.83% of people aged 15-25 are literate, the rate in the 15-60 age group is over 95.5%. The entire province maintains the level 2 illiteracy eradication standard - the highest level currently.
Digital transformation for sustainable universal management
Entering the fourth quarter of 2025, the Vinh Long Education sector will focus on reviewing and updating population data, ensuring that no subjects of universal age are missed.
All data on learners from kindergarten to secondary school will be updated on the PCGD and XMC management information systems. This is a step forward in digital transformation of education management.
Along with that, the province is implementing training for cadres and teachers on universalization, professional development, and improving the capacity to apply information technology. Educational institutions are required to proactively investigate, update universalization forms, complete electronic records, and coordinate with the People's Committees at the commune level to self-check and request recognition of PCGD and XMC standards in 2025.
Regarding facilities, the Department of Education and Training advises on investing in repairing and upgrading schools, prioritizing classrooms and functional rooms serving the 2018 General Education Program. Schools in disadvantaged areas are supported with equipment, learning materials and toys for 5-year-old children, the foundation age group for the universalization process.
In the coming time, the Department of Education and Training of Vinh Long province said it will continue to promote propaganda work on mass media about the importance of PCGD and XMC work, associated with building a learning society and lifelong learning.
Along with that, it is necessary to diversify propaganda forms to raise awareness of cadres, party members and people, especially about the policy of student streaming after junior high school.
At the same time, the Education sector will also organize reviews, investigations, accurate statistics and timely updates of all subjects aged 0-60 in the area, ensuring no subjects are missed.
The achievements of PCGD and XMC in Vinh Long not only come from the efforts of the Education sector but also from the support of the government and the community. Departments such as Planning and Investment, Finance, Home Affairs... coordinate to arrange resources and personnel; organizations participate in mobilizing people to study, contributing to spreading the spirit of "lifelong learning".
With these synchronous efforts, Vinh Long continues to affirm its position as a province with a strong movement to build a learning society, creating a solid foundation for high-quality human resources in the new development stage.
