The General Department of Taxation has just issued Official Dispatch 691/TCT-DNNCN in 2023 to officially deploy the electronic tax service system to meet the declaration of registration fees for cars and motorbikes.
Accordingly, based on the results of the pilot service of electronic declaration of registration fees for cars and motorbikes on the electronic tax service system (eTax), the General Department of Taxation officially announced the system of electronic declaration of registration fees for cars and motorbikes nationwide.
Subjects eligible to declare registration fees online are newly registered cars and motorbikes for the first time, excluding: Cargo vehicles (except pick-up trucks, vans), passenger vehicles with 10 seats or more, trailers or semi-trailers pulled by cars, similar vehicles and the shell, frame assembly, engine assembly of cars and motorbikes that are replaced and must be registered with the competent State agency; cases exempted from registration fees and inheritance, gifts of assets that are vehicles.
Regarding the conditions for declaring online registration fees for cars and motorbikes, in case the taxpayer already has an electronic tax transaction account with the tax authority, he/she can use this account to declare electronic registration fees on the General Department of Taxation's Electronic Information Portal.
In case the taxpayer does not have an electronic tax transaction account with the tax authority, use the tax code and date of issue to electronically declare car and motorbike registration fees at the General Department of Taxation's Electronic Information Portal.
Taxpayers who need to register an electronic tax transaction account to conduct electronic transactions with tax authorities must register an account according to the instructions in the Appendix attached to Official Dispatch No. 377/TCT-DNNCN dated February 5, 2021 of the General Department of Taxation.
Online registration fee declaration process
Step 1: Declare the registration fee declaration on the General Department of Taxation's electronic information portal https://canhan.gdt.gov.vn.
Enter information about the certificate of technical safety and environmental protection quality or frame number (for imported vehicles); Serial number of the Factory Quality Inspection Certificate or Type Quality Certificate Number, date of issue (for domestically manufactured and assembled vehicles).
Step 2: The General Department of Taxation's electronic information portal automatically sends a query request to the Ministry of Transport 's application system to retrieve the property information displayed on the registration fee declaration.
Step 3: Taxpayers compare electronic information with information on paper records.
In case of correct match, the taxpayer continues to complete the declaration of missing information on the declaration such as selecting the province/city, district/county, address, transaction price according to the sales invoice, seller information... and follow the requirements of the Electronic Information Portal to complete the declaration. The Electronic Information Portal sends an authentication code (OTP) to the taxpayer's declared phone number so that the taxpayer can complete the electronic registration fee declaration.
In case of incorrect information, the taxpayer should check the declared information again or contact the Tax Department or the Regional Tax Department where the car and motorbike registration fee declaration dossier was received for instructions.
Step 4: The electronic portal sends a notice of receipt of the electronic tax declaration to the taxpayer's declared email address.
Taxpayers can pay registration fees electronically via the following electronic forms: Internetbanking, Mobilebanking services of banks (Vietcombank, Vietinbank, BIDV, Agribank , MBBank, VPBank, TPBank, LienvietPostBank); National Public Service Portal; eTax Mobile phone application of the Tax sector.
Taxpayers use the file code and follow the instructions of the Bank /National Public Service Portal/eTax mobile application to pay the electronic registration fee.
