Proactively prevent and control African swine fever

(QBĐT) - In mid-May 2025, African swine fever (ASF) appeared in Thuong Hoa commune (Minh Hoa), the first outbreak since the beginning of the year. Currently, the Department of Agriculture and Environment (DARD), localities, and livestock farmers are actively implementing many measures to minimize the outbreak and spread of the disease.

Vice Chairman of the People's Committee of Thuong Hoa Commune Cao Xuan Dan said that on May 15, a number of sick and dead pigs were found in some households in Tien Hoa village. Immediately after receiving the information, the locality reported to the Tuyen Hoa-Minh Hoa Animal Husbandry and Veterinary Station and the district's Department of Agriculture and Environment to organize inspections and collect samples for testing. On May 21, the Veterinary Department of Region III returned the results, showing that the samples in Thuong Hoa Commune were positive for the ASF virus.

From May 15 to 29, ASF occurred in 13 households/3 villages (Tien Hoa, Hat, Khai Hoa) of Thuong Hoa commune, causing 25 pigs to get sick, die, and be destroyed with a total destroyed weight of 2,426 kg. When the epidemic occurred, the commune widely announced on the loudspeaker system so that households could proactively prevent and control their pigs; at the same time, coordinated with the district's functional units to organize the destruction of infected and suspected pigs. The commune People's Committee also provided 1 ton of lime powder and 32 liters of chemicals to households to promptly clean, disinfect, and sterilize the livestock area.

According to Mr. Tran Minh Hue, an officer of the Tuyen Hoa-Minh Hoa Animal Husbandry and Veterinary Station, the cause of the outbreak is that pig farming in the commune is mainly done by households on a small scale (average of 2-20 pigs/household), and disease safety measures have not been strictly applied. Many households buy piglets of unknown origin from other places to raise, and use uncooked leftover food to feed pigs, which can also spread the disease. In addition, frequent weather changes reduce the resistance of livestock; the transportation, sale, and slaughter of pigs have not been strictly managed; the vaccination rate in the pig herd is low, not ensuring disease prevention.

Recognizing the high risk of ASF arising and spreading to other localities in the coming time, the People's Committee of Minh Hoa district has requested communes and towns to synchronously and effectively implement prevention and control measures; strengthen monitoring and early detection of epidemics; strictly handle cases of hiding epidemics, selling, slaughtering, and dumping diseased or suspected pigs into the environment, causing the spread of the epidemic; actively propagate to livestock farmers in many forms...

According to statistics from the Department of Agriculture and Environment, currently, the total herd of pigs in the province is about 250,136, but more than 75% of the total herd is raised by small-scale households, so there is a high risk of disease outbreaks.

“For localities where the epidemic has not yet occurred, the department has also coordinated to promote information and propaganda about the epidemic situation on the grassroots radio system so that livestock farmers know and proactively prevent ASF,” Mr. Le Cong Tam added.

To proactively control ASF and develop a stable pig herd, the Provincial People's Committee has also issued a directive document on focusing on drastic and synchronous implementation of solutions to prevent and control ASF. Accordingly, the Provincial People's Committee requires relevant units to coordinate with localities to focus on monitoring, inspecting, and implementing measures to prevent and control ASF in the area. When an epidemic occurs, strictly implement the announcement of the epidemic and organize measures to prevent and control the epidemic in accordance with regulations. Correct units, localities, organizations, and individuals who are irresponsible, subjective, negligent, and have the mindset of leaving the grassroots veterinary force alone in the work of preventing and controlling animal diseases.

Localities need to organize the implementation of DTLCP vaccination for pig herds in a concentrated, synchronous, and timely manner and according to the instructions of local veterinary agencies; instruct farmers to strictly implement hygiene and disinfection measures with lime powder and chemicals in the barn and surrounding areas; promote biosafety farming, build facilities and areas for animal disease-free farming. At the same time, increase information and propaganda about the dangerous nature of DTLCP, the risk of disease recurrence and spread; disease prevention and control measures and recommend people to get DTLCP vaccination according to the instructions of professional agencies...

Head of the Animal Husbandry and Veterinary Department Tran Cong Tam said: Immediately after the epidemic occurred in Thuong Hoa commune, the unit coordinated with the locality to organize inspections and promptly guide the implementation of a number of epidemic prevention measures, such as: Strengthening the steering committees for animal disease prevention and control at the commune level; assigning specific responsibilities to each member, announcing on the loudspeaker system of villages and hamlets about the epidemic situation in the area; instructing people to proactively implement epidemic prevention measures, and at the same time notify veterinary staff when detecting pigs suspected of being infected with the disease for timely handling; propagating and mobilizing people not to buy, sell, slaughter pigs, dead pigs, sick pigs or throw pig carcasses into the environment to spread the epidemic. In particular, the department has instructed the locality to organize mass disinfection spraying in villages with epidemics, focusing on households raising sick pigs; destroying sick pigs and pigs that died of disease according to regulations.
