(QBĐT) - After serving their sentences, many people want to start their lives over again, but social barriers or capital to start a business make them hesitant. To create conditions for people who have served their sentences to reintegrate into the community, a credit loan program for people who have served their sentences has been implemented, helping many cases start businesses successfully.

In August 2023, returning to his hometown after serving his sentence, Mr. Duong Quang Huong, Nhan Trach commune (Bo Trach) started a business with a boat making model. He shared: Having a passion for handicraft models, during his sentence, he chose to learn boat making with the hope that after returning, he would find a job to support himself and his family.

Thanks to policy loans, Mr. Duong Quang Huong in Nhan Trach commune has the opportunity to invest in developing a boat manufacturing model.

However, his start-up encountered difficulties when he did not have enough capital to maintain regular work. With the support of relatives and local authorities, he was able to borrow 70 million VND from a package for people who had completed their prison sentences. After having the capital, he invested in opening a small workshop and hired 3 local workers to help him work.

Born and raised in the coastal area of ​​Nhan Trach, for him, the image of a boat is not only associated with the fishing village but also with his childhood memories. Through his talented and meticulous hands, boat models are crafted and created, favored by many customers.

Mr. Huong said: The ship models are produced, requiring the carefulness and dexterity of the maker and taking a lot of time to complete a product. However, the selling price of each product also ranges from 5-15 million VND. In 2024, his workshop sold about 80 models, bringing him an income of about 200 million VND.

Mr. Le Quyet Thang, in village 7, Xuan Trach commune (Bo Trach) is also one of the cases supported to access policy credit capital after returning from serving his sentence. Mr. Thang shared: After serving his prison sentence, the Social Policy Bank Transaction Office (SPB) of the district created conditions for him to borrow 50 million VND. He used this loan to open a mechanical welding workshop, creating stable jobs for himself and 2 local workers. Thanks to his hard work, the model has created an average annual income of over 100 million VND, thereby helping him to quickly reintegrate into the community and become rich.

Implementing Decision No. 22/2023/QD-TTg, from 2023 to present, the Bo Trach District Social Policy Bank has provided loans to 79 people who have completed their prison sentences, with an amount of over 7.1 billion VND. The capital has helped many cases reintegrate into the community and become useful people for society.

Decision No. 22/2023/QD-TTg, dated August 17, 2023 of the Prime Minister on credit for people who have completed their prison sentences, has been implemented to help not only Mr. Duong Quang Huong and Le Quyet Thang but also many other cases in Bo Trach district after serving their sentences to have the opportunity to work hard and become useful people for society.

According to statistics from the Bo Trach District Social Policy Bank, from the beginning of 2025 to now, the district Social Policy Bank has provided loans to 19 people who have completed their prison sentences, with an amount of 1.9 billion VND.

Mr. Mai Ngoc Son, Director of the Bo Trach District Social Policy Bank Transaction Office, said: In order to implement Decision No. 22/2023/QD-TTg of the Prime Minister on credit for people who have completed their prison sentences, in the past time, the District Social Policy Bank Transaction Office has coordinated with local authorities, commune and town police, and socio-political organizations to organize the dissemination of the loan program content to beneficiaries; at the same time, it has reviewed the list of people who have completed their prison sentences, have the need and are eligible for loans, provided instructions on loan application procedures and loan disbursement according to regulations. Thanks to the coordination between units and organizations, credit capital for people who have completed their prison sentences has reached the subjects in a timely manner, helping them have capital to invest in economic development.

In order to help many cases access preferential capital, have capital to do business, and promptly reintegrate into the community, in the coming time, the district's Social Policy Bank will continue to propagate and review beneficiaries of loan packages, promptly disburse loans, thereby helping to prevent and limit the situation of people who have completed their prison sentences re-offending.
