People are strictly prohibited from fishing, collecting firewood... on rivers and streams during heavy rains and floods or moving into flooded areas, downstream of reservoirs.

At the same time, organize inspections and reviews of residential areas along rivers, streams, and low-lying areas, promptly detect areas at risk of insecurity, especially areas at risk of landslides, flash floods, flash floods, and deep flooding to proactively prevent and organize the relocation and evacuation of people when situations arise. Clear the flow, promptly handle construction incidents from the first hour.
