According to the National Center for Hydro-Meteorological Forecasting, from the night of July 24 to July 25, the Northern region, Thanh Hoa and Nghe An will have moderate rain, heavy rain, and locally very heavy rain with rainfall ranging from 40 - 100mm, and locally over 200mm. Heavy rain is likely to cause flooding in low-lying areas, urban areas, industrial zones, flash floods, and landslides.
Pursuant to Official Dispatch No. 4751/BNNMT-DD dated July 24, 2025 of the Ministry of Agriculture and Environment on proactively responding to heavy rains, risks of floods, inundation, flash floods, and landslides. To proactively respond to natural disasters, the Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, the Director of the Provincial Police, the Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of the People's Committees of communes and wards, Directors of the Companies: Irrigation Works Exploitation, Thanh Hoa Electricity and related units according to their assigned functions and tasks to urgently direct the implementation of the following tasks:
1. Continue to strictly implement the direction of the Provincial People's Committee Chairman in Official Dispatch No. 10/CD-UBND dated July 23, 2025 on focusing on overcoming the consequences of storm No. 3 and floods; closely monitor forecasts and warnings about heavy rain, risks of floods, inundation, flash floods, landslides and provide timely and complete information to people for proactive prevention.
2. Deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of floods, flash floods, landslides to proactively clear the flow of blocked and obstructed areas and organize the relocation/evacuation of people to safe places, especially areas where heavy rain has occurred.
Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deeply flooded areas, areas with strong currents, areas where landslides have occurred or are at risk of landslides; resolutely do not allow people and vehicles to pass if safety is not ensured; do not allow unfortunate human losses due to carelessness or subjectivity; arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
4. Inspect, review, and implement measures to ensure safety of key works and unfinished works; especially dike locations that have had incidents and small reservoirs that are full of water; arrange a permanent force to operate and regulate reservoirs and be ready to handle possible situations.
5. Proactively implement drainage and flood prevention plans to protect production, industrial parks, urban areas, and residential areas.
6. Prepare forces and means for rescue when requested.
7. Thanh Hoa Newspaper, Radio - Television and grassroots information systems increase the time to report news and articles about developments of heavy rain to authorities at all levels and people to proactively prevent.
8. Organize on-duty shifts seriously and regularly report to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Incident Response, Natural Disasters and Search and Rescue.
