Telegrams sent to the Heads of the following units: Mobile Police Command; Fire Prevention, Fire Fighting and Rescue Police Department; Traffic Police Department; Police Department for Management of Prisons, CompulsoryEducation Facilities, and Reformatory Schools; People's Public Security Communications Department; Directors of Public Security of the following provinces and cities: Lai Chau, Son La, Dien Bien, Lao Cai, Yen Bai, Hoa Binh, Ha Giang, Tuyen Quang, Phu Tho, Cao Bang, Lang Son, Bac Kan, Thai Nguyen, Quang Ninh, Vinh Phuc, Bac Giang, Bac Ninh, Hanoi, Hai Phong, Hai Duong, Hung Yen, Ha Nam, Nam Dinh, Thai Binh, Ninh Binh, Thanh Hoa.
In recent days, heavy rains have occurred in the Northern and North Central regions, causing serious damage to people and property. It is forecasted that from the evening of May 28 to May 29, the Northern and Thanh Hoa regions are likely to experience moderate to heavy rain and thunderstorms, with some places experiencing very heavy rain; there may be localized rain with high intensity of over 100mm in 3 hours.
To proactively respond to heavy rains, risks of floods, inundation, flash floods, and landslides, the Office of the Ministry of Public Security (Standing Committee of the Steering Committee for Flood and Storm Prevention and Control/Ministry of Public Security) requests the Public Security of units and localities to urgently implement the following tasks:
1. Continue to strictly implement Official Dispatch No. 70/CD-TTg dated May 23, 2025 of the Prime Minister and Official Dispatch No. 01/CD-BCĐ dated May 23, 2025 of the Steering Committee for Disaster Prevention and Control/Ministry of Public Security on focusing on responding to the risk of landslides, flash floods, and localized flooding in the North.
2. Closely monitor the situation and developments of floods and rains to promptly and effectively deploy plans and strategies to ensure security and order, respond appropriately to actual developments in the locality, and minimize damage to people's and state property. Arrange local police forces and vehicles in key areas to promptly organize rescue when situations arise; urgently support overcoming the consequences of natural disasters that have occurred recently.
3. Organize a serious and timely on-duty team to inform and report on the situation, developments, damage caused by natural disasters and the response work of the People's Public Security force to the Ministry's Office according to regulations (Phone: 069.2299150, 0913555323, 0979087633).
