Accordingly, based on the Law on Organization of the National Assembly and relevant legal provisions, based on the opinions of competent authorities, the National Assembly Standing Committee agrees to allow Mr. Le Quang Huy, member of the Party Central Committee, member of the National Assembly Standing Committee, Chairman of the Committee on Science, Technology and Environment of the 15th National Assembly to retire from work from October 1, 2025, according to his personal wishes.
The National Assembly Standing Committee assigned Mr. Le Minh Hoan, Vice Chairman of the National Assembly, to be in charge of, direct and manage the activities of the Committee on Science, Technology and Environment of the 15th National Assembly until the position of Chairman of the Committee on Science, Technology and Environment of the 15th National Assembly is completed.
Mr. Le Quang Huy (59 years old, from Hanoi), is a member of the 13th Party Central Committee. Mr. Le Quang Huy is also a National Assembly delegate of the 12th, 13th, 14th and 15th terms. He was elected Chairman of the Committee on Science, Technology and Environment at the beginning of the 15th National Assembly term in 2021.
Mr. Le Quang Manh holds the position of Permanent Deputy Head of the National Assembly Office, in charge of the National Assembly Office and performs the duties of Secretary General of the National Assembly, replacing Mr. Le Quang Tung.

Also at the conference, the National Assembly Standing Committee passed a resolution on the transfer and appointment of Mr. Le Quang Manh, member of the Party Central Committee, member of the National Assembly Standing Committee, Permanent Deputy Chairman of the National Assembly's Economic and Financial Committee, to hold the position of Permanent Deputy Chairman of the National Assembly Office.
Mr. Le Quang Manh was also assigned to direct and manage the activities of the National Assembly Office, performing the duties of Secretary General of the National Assembly - Head of the National Assembly Office until the position of Secretary General of the National Assembly - Head of the National Assembly Office is completed.
Previously, Mr. Le Quang Tung, Secretary General of the National Assembly, was assigned by the Politburo to be the Secretary of the Can Tho City Party Committee for the 2025-2030 term, replacing Mr. Do Thanh Binh. The Politburo's appointment decision was announced at the first Congress of the Can Tho City Party Committee on September 27.
The Secretary General of the National Assembly is a position elected by the National Assembly, so this position may have to wait until the next session, the 10th session, to be filled.
Also at the conference, the National Assembly Standing Committee issued a resolution on the transfer and approval of Mr. Nguyen Huu Dong, member of the Party Central Committee, Deputy Head of the Central Internal Affairs Commission, to hold the position of Permanent Deputy Head of the Delegation Affairs Committee of the 15th National Assembly.
