The case that the Chairman of the City People's Council received was that of citizen Dao Dang Ty, at No. 18/205 Giai Phong Street, Residential Group No. 3, Dong Tam Ward, Hai Ba Trung District, requesting the withdrawal or annulment of Decision No. 3970/QD-UB dated July 8, 2003 of the City People's Committee on land withdrawal to build the Training Center - National Economics University (now National Economics University) affecting the registration of land use rights of households.

The process of the incident is as follows: On January 28, 2003, the Prime Minister issued Decision No. 124/QD-TTg approving the Project to build the Training Center - National Economics University (NEU) and the investor is National Economics University, the implementation progress is from 2003 - to the end of 2006.

On July 8, 2003, the City People's Committee issued Decision No. 3970/QD-UB to reclaim ^36,892m2 of land in Dong Tam Ward and hand it over to the National Economics University to build a training center. Of the total area of ​​36,892m2 ^{, 4,643m2} of land is planned for common use roads in the area, and absolutely no other constructions are allowed.

Currently, the construction of the Training Center has been completed and handed over for use. However, the project for ^4,643m2 of land for planning to build a common road in the area has not been implemented.

On January 19, 2023, the City People's Committee issued Document No. 182/UBND-TNMT to the Ministry of Education and Training asking for opinions on whether to continue implementing the project to build a Training Center - National Economics University in Hai Ba Trung District or not. In case of continuing to implement the project, the City People's Committee requested the Ministry of Education and Training to carry out procedures to adjust the project, adjust the capital arrangement, and adjust the implementation time as a basis for the Hai Ba Trung District People's Committee to continue implementing the remaining items that have not been cleared and have not been built according to the plan.

In case the project is not continued, the Hanoi People's Committee requests the Ministry of Education and Training to carry out procedures to terminate/cancel the project to build the Training Center - National Economics University according to regulations.

On March 7, 2023, the Ministry of Education and Training issued Document No. 893/BGDĐT-KHTC in response with the following content: On December 28, 2018, the project was handed over for use and the Ministry approved the final settlement of the project in Decision No. 4615/QD-BGDĐT dated December 7, 2021, in which the site clearance fund for construction of the project was used up in the approved budget. The project has expired, there is not enough basis to allow the establishment, appraisal and approval of the site clearance plan for compensation and resettlement according to the provisions of the 2013 Land Law and land recovery from users according to the provisions of Article 63 of the 2013 Land Law.

However, the Ministry of Education and Training did not give a specific opinion on whether to continue implementing the project or not; at the same time, the Ministry of Education and Training also did not give an opinion on whether to carry out procedures to terminate or cancel the project or not...

According to the report of Hai Ba Trung District People's Committee in Official Dispatch No. 2412/UBND-TNMT dated November 13, 2024, the National Economics University has not yet issued an official document on adjusting the land area of ^{​​4,643m2} out of the project to build the Training Center and whether to continue implementing the existing area that households are using for accommodation in the northern area of ​​the detailed planning for renovation, upgrading and embellishment of the National Economics University (about ^2,800m2 ) under the project approved in Decision No. 124/QD-TTg dated January 28, 2003 of the Prime Minister. Therefore, the District People's Committee has not yet had a basis to consider and resolve the issuance of certificates of land use rights, house ownership rights and other assets attached to land to households and individuals in the above land area.

On February 13, 2025, the Hanoi People's Committee issued Document No. 473/UBND-KHDT to the Ministry of Education and Training and the National Economics University regarding the implementation of the Training Center project - National Economics University. However, the City People's Committee has not yet received a response from these agencies.

Up to now, the citizens' petition has not been resolved completely. The project was approved many years ago but has been unfinished, affecting the registration of land use rights of households.

At the citizen reception, after listening to the reports and conclusions of the units, Chairman of the City People's Council Nguyen Ngoc Tuan assigned the Department of Agriculture and Environment to coordinate with the People's Committee of Hai Ba Trung District, before April 25, 2025, to send a document to the Ministry of Education and Training to clarify the specific plan for project implementation; requested the National Economics University to respond in writing to Hanoi City, clearly defining the implementation plan in the coming time so that the city has a basis to develop a plan for the unrealized land area of ​​the project, especially the land to build the road according to the plan.

Chairman of the City People's Council Nguyen Ngoc Tuan also assigned the People's Committee of Hai Ba Trung District to issue a document informing citizens about the progress of resolving petitions; at the same time, instructing citizens to complete procedures for declaring, updating, and registering land changes according to regulations.
