Attending the ceremony were General Trinh Van Quyet, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army; Deputy Prime Ministers Le Thanh Long and Bui Thanh Son; Vice Chairman of the National Assembly Tran Quang Phuong, along with leaders of central ministries and branches; Vietnamese Heroic Mothers, Heroes of the People's Armed Forces; officers and soldiers of Military Region 3.

Delivering a speech at the ceremony, Major General Luong Van Kiem, Commander of Military Region 3, said that after the August Revolution in 1945, to protect the achievements of the revolution, on October 31, 1945, the Government of the Democratic Republic of Vietnam issued a decision to establish War Zone 2 and War Zone 3, including most of the provinces of the Red River Delta. This was an important historical event marking the birth, maturity and growth of the Military Region's Armed Forces. Due to the requirements of the revolutionary stages, the Government, the Central Military Commission - the Ministry of National Defense merged and separated many times with the names: Inter-zone 3, Left Bank Military Region, Right Bank Military Region and current Military Region 3.

Reviewing the glorious 80-year journey of building, fighting and growing of the Armed Forces of Military Region 3, Major General Luong Van Kiem emphasized: Generations of officers and soldiers of the Armed Forces of Military Region 3 have always been absolutely loyal to the Party, the State and the People; steadfastly overcoming hardships and sacrifices, contributing together with the entire army and people to create great victories for the nation. Entering the period of peace, the force continues to promote its tradition, successfully completing military and defense tasks; maintaining political stability and social order and safety in the area; being the core force in preventing and overcoming the consequences of natural disasters and epidemics.

With its outstanding achievements, the Armed Forces of Military Region 3 were honored to be awarded by the Party and State with 2 Gold Star Orders, 3 Ho Chi Minh Orders, 5 Independence Orders, 1 First Class Fatherland Protection Order and many other noble awards.

Speaking at the ceremony, on behalf of the Party and State leaders, President Luong Cuong sent his warm regards and best wishes to the generals, Vietnamese Heroic Mothers, Armed Forces Heroes, Labor Heroes, wounded and sick soldiers, martyrs' relatives, people with meritorious services to the country; and all officers and soldiers of the Armed Forces of Military Region 3 through the ages.

The President stated that, after 80 years of construction, fighting and growing up, under the leadership of the Communist Party of Vietnam, regularly and directly by the Central Military Commission and the Ministry of National Defense; the love and care of the people, generations of officers and soldiers of the Armed Forces of Military Region 3 have always maintained and promoted the glorious and heroic historical tradition of the "Fundamental" land, "geomancy and talented people", rich in historical and cultural traditions of the Red River Delta and of the Vietnamese people; absolutely loyal to the Party, the Fatherland and the people; united, made efforts to overcome all difficulties and challenges, fought bravely, achieved many outstanding feats, together with the entire Party, the entire people and the entire army, won great victories in the cause of national liberation struggle, building and defending the socialist Fatherland of Vietnam and fulfilling glorious international obligations.

Reviewing the glorious feats of arms of the Military Region 3 Armed Forces in the struggles for national independence, as well as in the cause of building and defending the Fatherland, the President affirmed that, regardless of conditions and circumstances, the Military Region 3 Armed Forces are always absolutely loyal to the Party, closely attached to the people; united, strictly disciplined, intelligent, creative, brave, determined to fight and win, closely coordinating with local Party committees, authorities and friendly units, together with the people to establish glorious feats, building the tradition of "Solidarity, initiative, creativity, sacrifice, victory", contributing to beautifying the glorious tradition of the heroic Vietnam People's Army.

On behalf of the Party and State leaders, the President highly appreciated and warmly congratulated and commended the achievements and great contributions of the Armed Forces of Military Region 3 to the glorious revolutionary cause of the Party and the nation over the past 80 years.

To successfully complete the task of building and defending the Fatherland in the new era of the nation, the President requested the Party Committee, Command and Armed Forces of Military Region 3 to focus on building the Military Region's Armed Forces to be politically strong, as a basis for improving overall quality and combat strength; thoroughly grasp and effectively implement the Resolution of the 12th Army Party Congress, the Resolution of the Military Region's Party Congress for the 2025-2030 term, build a Military Region's Party organization that is strong in politics, ideology, ethics, organization and cadres, associated with building strong, exemplary, comprehensive agencies and units, strong and excellent organizations that operate effectively, in accordance with their functions and tasks; continue to effectively implement the Central Resolution 4 on strengthening Party building and rectification; Be exemplary in implementing regulations on setting examples and implementing revolutionary ethical standards of cadres and party members; step up the fight to prevent, combat, stop, and repel signs of degradation in political ideology, lifestyle ethics, "self-evolution" and "self-transformation" within the Party.

The President requested to thoroughly grasp Ho Chi Minh's military ideology; the Party's policies, guidelines and Resolutions, especially the military, defense, foreign affairs guidelines and the Fatherland Protection Strategy in the new situation; build a revolutionary, disciplined, elite and modern Military Region Armed Forces; firmly grasp, assess and correctly forecast the situation, advise the Central Military Commission and the Ministry of National Defense on correct, accurate and timely policies, countermeasures and solutions, contributing to firmly protecting the independence, sovereignty, unity and territorial integrity, seas and islands of the Fatherland "early", "from afar", maintaining a peaceful and stable environment for national construction and development.

Along with that, the President noted the need to strictly maintain discipline, order, high solidarity and unity, innovate methods to improve training quality, combat readiness, promptly draw lessons from recent and ongoing wars and military conflicts in the world; proactively and promptly adjust training content and methods, improve overall quality, strength, level and combat capability, ensuring that the Armed Forces of Military Region 3 are always ready to fight and fight victoriously in all situations. Continue to closely coordinate with local Party committees and authorities, lead and direct the successful implementation of local defense and military tasks; build a strong reserve force, strong and widespread militia and self-defense forces, as the core in effectively responding to and handling non-traditional security, political and security situations.

On the other hand, the President requested to focus on innovation, improve the quality and effectiveness of mass mobilization and special propaganda work; perform well the functions of the working army, participate in building new rural areas and civilized urban areas, contributing to building a strong local political base; promote the strength of the entire political system to build a strong national defense, build a national defense posture associated with a solid people's security posture and "people's hearts posture"; promptly and effectively handle situations, avoid being passive and surprised, contribute to maintaining political security and social order and safety, creating a favorable environment for localities to develop socio-economy.

Over the past 80 years, with the glorious tradition and the feats and achievements of the armed forces of Military Region 3, the President hopes and believes that all generals, officers, cadres, employees, soldiers and workers of the armed forces of Military Region 3 will maintain and promote the glorious tradition of "Solidarity, initiative, creativity, sacrifice, victory", strive to excellently complete all assigned tasks, contribute with the entire Party, the entire people and the entire army to firmly protect the Socialist Republic of Vietnam, bringing the country confidently into a new era - an era of strong development and prosperity of the Vietnamese nation.

At the ceremony, on behalf of the Party and State leaders, President Luong Cuong awarded the First Class Fatherland Protection Medal to Military Region 3, Ministry of National Defense for its outstanding achievements in training, combat readiness, building the People's Army, consolidating national defense, contributing to the cause of building socialism and protecting the Fatherland.
