Need for specific policies on investment and solid waste treatment

On October 28, discussing the results of the thematic monitoring of "the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect", National Assembly Deputy Tran Van Tien (Phu Tho) proposed that the National Assembly should issue specific mechanisms and policies on investment and treatment of domestic solid waste, in order to help localities have more opportunities to attract investment in projects to treat domestic solid waste.

Commenting on the results of the thematic monitoring of "implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect", National Assembly Deputy Tran Van Tien ( Phu Tho ) basically agreed with the contents of the monitoring report. At the same time, he requested that the report clarify more contents on the construction and management of the environmental monitoring system; the construction and updating of information and databases; the inventory of greenhouse gases; the construction and updating of scenarios and bases on climate change, rising sea levels, urban flooding, etc.

Expressing agreement with the proposals and recommendations in the monitoring report, delegate Tran Van Tien also emphasized: according to the report, the application of advanced and modern technology for treating domestic solid waste has high investment and treatment costs, while the local budget for treating domestic solid waste is still very limited. The delegate suggested that the National Assembly should issue specific mechanisms and policies on investing in and treating domestic solid waste, helping localities have more opportunities to attract investment and treat domestic solid waste. This will help localities have the opportunity to attract investment in projects and facilities for treating domestic solid waste that meet environmental protection requirements, solving the current congestion of domestic solid waste.

Research on positions and jobs in environmental protection work

In addition, according to the delegate, the monitoring report pointed out that "the team of cadres, civil servants and public employees working in environmental protection is still very thin at the central level, some areas still lack highly qualified civil servants and specialists; at the local level, the capacity to manage environmental protection has not kept up with the requirements of modern management, the team of civil servants and public employees working in environmental protection is still lacking in quantity, weak in quality, and has not met the increasingly high requirements in environmental protection work.

Pointing out this reality, delegate Tran Van Tien emphasized that in order to do a good job in environmental protection, it is necessary to have a team of civil servants and public employees suitable for their positions and jobs. Therefore, the Government and relevant ministries and branches need to soon study the positions and jobs for environmental protection in order to adjust and supplement human resources to ensure enough positions and jobs suitable for each task of environmental protection.

According to the delegates, the proportion of domestic solid waste is currently treated mainly by landfill (about 62.7%), the rest is burned or burned in combination with organic treatment. The collection and treatment of domestic wastewater is also low (about 18%). Many localities still do not have a domestic wastewater collection system separate from the rainwater collection system as prescribed by the Law on Environmental Protection.

On this basis, delegates said that localities should immediately propose solutions to handle landfills that have been buried but do not meet environmental protection requirements. At the same time, research should be done to separate the wastewater collection system from the rainwater collection system to meet environmental protection requirements.
