Giving his opinion on the discussion, delegate Nguyen Dai Thang (Hung Yen) agreed with and highly appreciated the Government's Report on the assessment of the implementation of the National Assembly's Resolution on the 5-year socio-economic development plan 2021-2025, but the delegate said that the pressure to stabilize the macro economy is still great. The real estate, gold, and bond markets are complicated; science , technology, innovation, and digital transformation have not really become the main growth drivers. The target of increasing labor productivity has not met expectations.
To improve development efficiency, delegates proposed the need to transform the growth model from breadth to depth, placing productivity, innovation, science and technology as the central driving force. Therefore, the Government needs to increase investment in research and development to at least 1.5% of GDP; encourage enterprises to allocate science and technology funds, exempt taxes for applied research enterprises; and have a National Innovation Support Fund to support technology enterprises, supporting industries and digital transformation.
According to statistics, more than 70% of export turnover belongs to the FDI sector, but the domestic added value has not reached the expectation. Therefore, it is necessary to shift foreign investment attraction from quantity to quality; have selective policies, prioritize projects with commitments to transfer technology, use Vietnamese human resources and link with domestic enterprises in the field of electronics industry and semiconductor chip production.
Delegates proposed continuing to review and thoroughly cut down on cumbersome procedures, creating clear administrative procedures, creating the most favorable conditions for people and businesses; transparency of socio-economic data; protection of officials who dare to think and act for the common good, combined with strict administrative discipline and order.
According to delegate Nguyen Dai Thang, the rate of workers with degrees and certificates is currently only 29%, so it is necessary to promote cooperation between businesses, schools, research institutes, expand vocational training models associated with labor market needs; continue to have mechanisms and policies to promote the development of high-quality human resources associated with digital transformation...

Regarding the GDP growth target of over 10% in 2026, delegate Tran Hoang Ngan (Ho Chi Minh City) said that "the target is high but well-founded" because over 40 years of innovation, economic potential has grown continuously. The delegate suggested taking advantage of the country's potential and geopolitical position; focusing on prioritizing the development of marine economy, logistics, agriculture, services, healthcare, and high-quality education.
Especially concerned with environmental issues, culture, health, social education, people, improving and enhancing the quality of life and happiness of the people.
"It is heartbreaking to see people having to cope with the effects of natural disasters and floods, many localities have been severely affected. I propose that the Government soon submit to the National Assembly an emergency financial package, increase the budget deficit, and increase budget expenditure beyond the estimate. Currently, the deficit is 3.2% of GDP instead of the planned 3.6%, so there is room to implement this issue. This will bring happiness to the people and amend and supplement the current infrastructure that is being destroyed in the localities," said delegate Tran Hoang Ngan.
Discussing the socio-economic development situation in the 5 years of 2021-2025, delegate Huynh Thanh Phuong (Vinh Long) said that there are still many issues that need to be frankly acknowledged. These include the transformation of the growth model and economic structure that has not kept up with requirements; low labor productivity and added value; limited contribution of technology and innovation; complicated and inconsistent institutions, policies and administrative procedures. Many public investment projects are behind schedule, have low disbursement, and low efficiency in capital use. Risks in the financial, real estate, and corporate bond markets have not been thoroughly controlled. The quality of human resources has not met new development requirements...
Delegate Huynh Thanh Phuong suggested that it is necessary to continue to maintain macroeconomic stability; proactively and flexibly manage fiscal and monetary policies; ensure major balances of the economy, control inflation, strengthen market confidence and support businesses to recover and develop sustainably. At the same time, according to the delegate, it is necessary to promote institutional improvement, improve the investment and business environment; thoroughly overcome overlapping, decentralization, and delegation of powers associated with local accountability; unlock resources, and arouse the spirit of entrepreneurship and innovation throughout society.
The Government continues to promote digital transformation, green economy, circular economy, and equitable energy transition; aiming for rapid and sustainable development, linking economic growth with environmental protection and climate change adaptation. Building a team of honest, responsible, and resilient officials who dare to face difficulties and challenges; considering this a decisive factor for the success of all innovation policies.
“Development is not only about growth but also about people's happy lives. By 2030, strive for 75% of people to feel satisfied and happy with their lives - considering that an important measure of development," delegate Huynh Thanh Phuong emphasized./.
