National Assembly Chairman: Giving opinions on personnel work to be submitted to the National Assembly

National Assembly Chairman Tran Thanh Man said that at the 50th session, the National Assembly Standing Committee gave opinions on 22 draft laws, personnel work, and adjustments to the national master plan submitted to the National Assembly at the 10th session.

On the afternoon of October 8, the National Assembly Standing Committee opened its 50th session, the final session in preparation for the 10th session of the 15th National Assembly, which will open on October 20.

Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man emphasized that within 6.5 working days, the National Assembly Standing Committee will consider, comment on and decide on 37 contents.

Regarding legislative work, the National Assembly Standing Committee commented on 22 draft laws and resolutions to be submitted to the National Assembly for approval at the 10th session. Many of these contents are directly related to key areas, such as perfecting tax policies, organizational structure, human rights, innovation and national digital transformation.

The National Assembly Chairman emphasized that in order to properly implement the spirit that General Secretary To Lam stated at the first National Assembly Party Congress, legislative work "must not only stop at overcoming overlaps, contradictions, and bottlenecks, but must also go ahead, pave the way, and lead the country's development, encourage creativity, liberate all labor, and unleash all resources for development."

The National Assembly Chairman suggested that when discussing, the National Assembly Standing Committee should demonstrate innovative thinking and long-term vision, create a synchronous, modern, and innovative legal framework, and create new momentum and space for national development.

In addition to draft laws and resolutions, the National Assembly Standing Committee will give opinions on reports on the economy, society, state budget, people's petition work, and reports summarizing the implementation of five-year plans submitted to the National Assembly.

According to the National Assembly Chairman, this is important content, the basis for planning policies for the 2026 - 2030 period, towards achieving the country's 100-year strategic goals.

Informing that a number of contents were discussed by the Central Committee at the recent 13th Central Committee Conference, the National Assembly Chairman requested members of the National Assembly Standing Committee to carefully consider to properly and fully institutionalize the major policies, guidelines and orientations decided by the Central Committee, especially issues on growth quality, labor productivity, green transformation, digital transformation, economic restructuring and ensuring social security.

From there, propose truly breakthrough solutions and policies, together with perfecting the legal framework from the draft laws presented at this session, to form a synchronous institutional and policy foundation, creating a strong driving force for the country in the 2026 - 2030 period.

Closing the full term of the 15th National Assembly

The National Assembly Chairman also said that at the meeting, the National Assembly Standing Committee will give opinions on four important issues to be submitted to the National Assembly: investment policy for the national target program to modernize and improve the quality of education and training for the 2026-2035 period; adjustment of the National Master Plan for the 2021-2030 period; submission to the National Assembly for ratification of foreign affairs agreements at the request of the President and personnel work.

Emphasizing that the National Assembly Standing Committee is in the "sprint" stage to complete the contents and preparations for the 10th session, the National Assembly Chairman said that, as planned, on the afternoon of October 15, the National Assembly Party Committee Standing Committee and the Government Party Committee Standing Committee will meet to review and reach final agreement on the contents to be submitted to the National Assembly.

On October 19, a meeting was held with the head of the party cell to discuss a number of issues regarding the session. "I request that the agencies of the National Assembly coordinate closely with the Government, make efforts, and speed up as much as possible to complete the documents and files, and send them to the National Assembly deputies as soon as possible," the National Assembly Chairman stated.

The National Assembly Chairman also requested members of the National Assembly Standing Committee and leaders of agencies and units to promote a high sense of responsibility, concentrate their intelligence, discuss frankly, contribute valid opinions, and ensure that all contents presented to the National Assembly must be truly politically mature, legally sound, thoroughly documented, and practically feasible, contributing to the success of the 10th session, concluding with full responsibility and results of the term of the 15th National Assembly.
