Objective and comprehensive assessment of the legislative work of the National Assembly
In his opening speech at the Forum, National Assembly Chairman Tran Thanh Man stated that law-making is a core, continuous and regular task of the National Assembly. Over nearly 80 years since the first general election, the National Assembly's law-making work has achieved many outstanding results, the legal system is increasingly complete and synchronous, meeting the country's development requirements.

"For the first time, the Law-making Forum is held together with the review of the work of the 15th National Assembly. This is an opportunity to objectively and comprehensively assess the legislative work of the National Assembly, thereby proposing solutions to continue perfecting institutions and laws to meet the requirements of national development in the new period," the National Assembly Chairman stated.
Inheriting and promoting the results and experiences of previous terms, the law-making work of the National Assembly during the 15th National Assembly term has many innovations, promoting the role of "being one step ahead in terms of institutions", affirming the central position of the National Assembly in perfecting institutions.
The National Assembly Chairman said that despite facing many difficulties and challenges, the National Assembly has firmly affirmed its role as the highest state power body and the highest representative body of the people.

In particular, the National Assembly amended and supplemented the 2013 Constitution with 100% of the delegates present voting in favor, vividly demonstrating the National Assembly's timely institutionalization of the Party's correct policy on streamlining the state apparatus in the direction of streamlining, efficiency, effectiveness, efficiency, closeness to the people, closeness to reality, demonstrating high consensus and unity between the Party's will and the people's will.
For the first time, the National Assembly has developed and submitted to the Politburo for approval the Orientation of the Law-making Program for the entire term, which serves as an important basis for agencies to proactively deploy, coordinate, and implement. Timely amend the Law on Promulgation of Legal Documents; issue Resolution No. 197 to institutionalize the Party's policy on innovation orientation, perfect the law-making process, and innovate the work of law-making and enforcement.

The National Assembly has reviewed and passed a large number of laws and resolutions, with many historic decisions, promptly removing difficulties and obstacles, promoting socio-economic development, ensuring national defense, security, foreign affairs, and preventing corruption, waste, and negativity.
In particular, at the last four sessions of the term, the National Assembly clearly demonstrated the spirit of innovation in law-making thinking; application of science, technology, and artificial intelligence. The laws only regulate issues under the authority of the National Assembly, giving the Government proactive and flexible authority in organizing law implementation; promoting administrative procedure reform, decentralization, and delegation of power.
The National Assembly has been flexible and responded promptly to new situations, deciding on difficult and complicated issues arising from practical life such as mechanisms and policies for preventing and fighting the Covid-19 pandemic, allowing the Government to issue resolutions adjusting other provisions of the law in some special cases... These are unprecedented legislative initiatives, demonstrating the spirit of the National Assembly always accompanying the Government and the entire political system.
For the first time, the National Assembly Standing Committee organized a Forum on supervision activities and many explanation sessions and scientific seminars, aiming to closely connect law-making and law enforcement; demonstrating proactiveness, openness to listening, and timely resolving obstacles and difficulties arising from real life.
However, in addition to the achieved results, the National Assembly Chairman also pointed out that there are still some difficulties and limitations in legislative work such as: institutional perfection has not fully met practical requirements; regulations in some laws have not really adapted quickly to the context of deep international integration and new practical issues arising; some legal regulations are still lacking in synchronization, feasibility, and predictability.
"In particular, General Secretary To Lam stated at the recent 14th Central Conference that: some policies are slow to come into life, there are still outstanding guiding documents, and implementation is not uniform; decentralization and delegation of power are not really smooth, accountability is not clear in some places; "bottlenecks" in land, capital markets, skilled labor... have not been resolved thoroughly; policy communication is not "correct - sufficient - timely". These are issues that need to be focused on and quickly resolved in the coming time," the National Assembly Chairman emphasized.
Strictly implement the legislative process, resolutely prevent and combat negativity and group interests.
National Assembly Chairman Tran Thanh Man stated that the draft documents of the 14th Party Congress set out the requirements: taking development for stability, stability to promote development, and constantly improving people's lives. Focus on comprehensively perfecting and synchronizing institutions for rapid and sustainable development of the country.
At today's Forum, the National Assembly Chairman hopes that delegates will discuss and clarify the achievements; propose solutions to overcome difficulties and limitations in law-making; and propose tasks and solutions to well implement requirements and tasks in the coming time.
The focus is on: effectively implementing Resolution No. 66 dated April 30, 2025 of the Politburo on innovating the work of law-making and enforcement to meet the requirements of national development in the new era; strictly implementing the legislative process, resolutely preventing and combating negativity and group interests; further strengthening timely and effective coordination between agencies of the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies; ensuring that all laws originate from the national and ethnic interests and the legitimate aspirations of the People.
Continue to implement the requirement of innovative thinking in law-making, making legal institutions a competitive advantage and a driving force for national development, identifying law-making as a "breakthrough of breakthroughs"; review loopholes, gaps, obstacles, and bottlenecks of the law to promptly amend, supplement, and perfect. Ensure consistency, stability, and feasibility, both meeting immediate urgent requirements and creating a long-term legal framework for sustainable development, international integration, application of science, technology, and national digital transformation.
The National Assembly Chairman believes that the Forum will bring practical results and receive many intellectual, dedicated and responsible opinions from National Assembly deputies, experts, scientists and researchers, contributing positively to innovation, improving the quality and effectiveness of law-making and institutional improvement.
