National Assembly Chairman Vuong Dinh Hue chaired a working session on preparations for the question and answer session at the 6th Session of the 15th National Assembly.

Attending the working session, on the National Assembly side, there were Politburo member, Permanent Vice Chairman of the National Assembly Tran Thanh Man and members of the Party Central Committee: Vice Chairman of the National Assembly Nguyen Duc Hai; Vice Chairman of the National Assembly Nguyen Khac Dinh; Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong; Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong and members of the National Assembly Standing Committee, representatives of the National Assembly Council of Ethnic Minorities and Committees of the National Assembly, Committees under the National Assembly Standing Committee; representatives of the National Assembly Secretariat, representatives of the leadership of the National Assembly Office.

According to the program of the 6th Session, the National Assembly will spend 2.5 working days on questioning activities, from November 6 to the morning of November 8. According to the provisions of the law, at this session (mid-term session), the questioning will not be conducted according to groups of issues as in regular sessions, but will question members of the Government and heads of sectors related to the implementation of a number of resolutions of the 14th National Assembly and from the beginning of the 15th National Assembly's term to the end of the 4th Session on thematic supervision and questioning.

In preparation for the question-and-answer session, the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office have also reported on the implementation results of the relevant contents of the Resolutions to the National Assembly deputies. The Nationalities Council and the National Assembly Committees have examined these reports.

Speaking at the opening of the working session, National Assembly Chairman Vuong Dinh Hue said that the re-questioning of the contents had previously been conducted at the 10th Session of the 13th National Assembly, the 6th Session and the 10th Session of the 14th National Assembly.

The content of the questioning at the 6th Session of the 15th National Assembly will be related to 10 resolutions on thematic supervision and questioning and answering questions of the National Assembly during the 14th term and from the beginning of the 15th term to the end of the 4th Session of the 15th National Assembly.

With the content and scope of the questioning at this session being broad and not grouped into issues, at the working session, the National Assembly Chairman suggested that delegates focus on discussing how to organize the questioning, the arrangement of time and other issues that need further attention to ensure that the questioning session is successful, focused, and avoids spreading out.

During the discussion at the meeting, opinions highly appreciated the National Assembly Standing Committee's recent innovations, directing agencies to prepare early for organizing question-and-answer sessions, and studying how to organize question-and-answer sessions to ensure reasonableness and flexibility in time arrangement. Delegates also agreed with the National Assembly Chairman's suggestion on how to organize question-and-answer sessions to facilitate both questioners and respondents, create initiative, and at the same time go into depth and have continuity in issues and fields.

Accordingly, although the questioning content is not divided into groups of emerging issues, there is a scientific division of fields including: general economic field group; sectoral economic field group, cultural and social field group and security, defense, justice and auditing field group.

The opinions also suggested continuing to review to suggest notable issues in the implementation of thematic supervision resolutions and interpellation resolutions to be consistent with the nature of this interpellation as a mid-term interpellation as prescribed by law. The Ministers and heads of sectors also affirmed that they would be ready to answer frankly and responsibly the questions of the National Assembly deputies.

Speaking at the meeting, Prime Minister Pham Minh Chinh highly appreciated the National Assembly Standing Committee's organization of a meeting to review preparations for the question-and-answer session at the 6th Session of the 15th National Assembly. He also emphasized that this is a necessary task to discuss and find effective ways to organize, improve the effectiveness and efficiency of the question-and-answer session and, more broadly, the National Assembly's supreme supervision.

It is said that at each session of the National Assembly, the questioning sessions are always lively, always receiving special attention from voters and people nationwide; with a constructive spirit, continuing to promote positive points in organizing questioning sessions in the past time, Prime Minister Pham Minh Chinh clearly stated the goal of questioning sessions to affirm the contents that have been done, point out the points that have not been done, lessons learned and how to do better in leadership, direction and implementation, as emphasized many times by National Assembly Chairman Vuong Dinh Hue: Through questioning sessions, we must together find the best solution, suitable to the actual situation, closely following the leadership, policies and guidelines of the Party, to together develop the country.

Concluding the working session, the National Assembly Chairman said that at the 6th Session, there will be general questioning, but for convenience and ease of monitoring, the questioning session will be conducted in groups of fields including: general economic field group (planning and investment, finance, state bank, etc.); sectoral economic field group (industry and trade, agriculture and rural development, natural resources and environment, transportation, construction, etc.); cultural and social field group and defense, security, internal affairs, justice, state audit field group. The time allocated for each group of questioning fields will be flexibly adjusted according to actual developments.

In that spirit, the National Assembly Chairman requested the Secretary General of the National Assembly to complete the plan and program of the questioning session. Noting that this questioning session is a post-supervision, re-supervision of issues that have been supervised and questioned, the National Assembly Chairman requested the Secretary General of the National Assembly to closely coordinate with the Ethnic Council and the Committees to continue to review and thoroughly synthesize the assessment contents and key issues arising through the implementation of the National Assembly's Resolutions on questioning and thematic supervision to report to the National Assembly.

It is expected that in the question-and-answer session, the National Assembly Chairman will deliver an opening speech. The Government, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, and the State Auditor General will report on the implementation of a number of resolutions of the 14th National Assembly on thematic supervision and questioning, and the National Assembly's resolutions on thematic supervision and questioning from the beginning of the 15th term to the end of the 4th Session. Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong will present a report summarizing the content of the examination of the implementation of a number of resolutions of the 14th National Assembly on thematic supervision and questioning, and the National Assembly's resolutions on thematic supervision and questioning from the beginning of the 15th term to the end of the 4th Session.
