The Chairman of Ho Chi Minh City also emphasized the key political tasks in implementing Resolution 57.

Firstly, the city focuses on perfecting institutions and specific policy mechanisms, creating a favorable environment for science and technology, innovation and digital transformation to truly become breakthrough driving forces for development.

In particular, priority is given to piloting models such as venture capital funds from the budget, mechanisms for using science and technology development funds of enterprises, policies for commercializing research results and supporting open laboratories, and policies to attract social resources to participate.

The second is to develop a synchronous and modern digital infrastructure and digital transformation ecosystem, promoting comprehensive digitalization of public management in socio -economic fields, especially data, shared platforms, online public services and digital government models.

The city prioritizes building large data centers, developing broadband connections, 5G coverage, applying artificial intelligence and IoT in key industries such as healthcare, education, transportation and urban management.

Third is to promote the development of high-quality human resources associated with key technology industries such as semiconductor industry, artificial intelligence, biotechnology, new materials, etc. The city will implement a mass training program on digital skills, develop a "popular digital education" program, and strengthen the connection between schools - research institutes - businesses.

Fourth, the city strongly develops the ecosystem of science and technology, innovation and technology startups; forms science and technology and innovation centers that meet international standards, closely connected with the financial support system, services, markets and infrastructure. At the same time, promote regional connectivity and international cooperation, attract experts and large technology enterprises to invest in the city.

Mr. Nguyen Van Duoc assessed that CT Group's strategic steps - from packaging, testing, chip design... are clear evidence of the promotion of endogenous resources of Vietnamese enterprises. The launch of ADC chip design is not only a source of pride for the enterprise but also contributes to realizing the aspiration of a Vietnam mastering core technology.

From a business perspective, Mr. Tran Kim Chung - Chairman of CT Group - assessed the contents of Resolution 57 as a manifesto on science and technology, positively impacting scientists, educators, science and technology, and innovation.

Not only is it an orientation document, Resolution 57 also helps change and resolve many problems; fan the flames of patriotism, and add motivation for scientists and technologists to move forward.

He assessed that the time has come for the intelligence and efforts of Vietnamese people to reach out to the world, eliminating the "sleeping" situation in the technology field, and the tens of thousands of scientific publications "for nothing". Mr. Chung also said that the time when "everyone competes to divide and sell land" is over, now is the time for Vietnamese science and technology products to proudly step out into the world.
