Chairman of the Provincial People's Committee Hoang Xuan Anh: Ensuring conditions to put the Ban Gioc Waterfall Scenic Area (Vietnam)

On the afternoon of May 4, Chairman of the Provincial People's Committee Hoang Xuan Anh chaired a meeting on contents related to putting the Ban Gioc Waterfall Landscape Area (Vietnam) - Duc Thien (China) into pilot operation.

Attending the event were Vice Chairman of the Provincial People's Committee Trinh Truong Huy ; departments of Foreign Affairs, Culture, Sports and Tourism, Construction, Transport; Office of the Provincial People's Committee, Provincial Police, Provincial Border Guard Command, Ban Gioc Waterfall Tourist Area Management Board, Trung Khanh district.

The leader of the Department of Foreign Affairs spoke at the meeting.

The meeting approved the Draft Master Plan for piloting the Ban Gioc - Duc Thien Waterfall Landscape Area; a report on requesting approval for the 9th meeting between the Standing Office, Provincial Coordination Committee ( Cao Bang ) and the Inter-sectoral Working Group, Provincial Coordination Committee (Guangxi).

Accordingly, the scope of pilot operation of the landscape area on the Vietnamese side: Checkpoint on the way through the landscape area - the waterfall foot area - Saigon Ban Gioc hotel - Truc Lam Ban Gioc Buddhist temple - service and culinary area; on the Chinese side: Checkpoint on the way through the landscape area - Duc Thien waterfall - shopping street - sightseeing car route in the landscape area - walking path along the riverside landscape in the landscape area.

Management and protection work during the pilot operation period, ensuring national defense - security, order and safety of border sovereignty associated with tourism development, potential, and heritage includes plans: managing tourists, ensuring security and order, welcoming guests. The pilot operation plan has been basically agreed upon since 2019. Up to now, the situation on the ground has changed a lot, some contents need to be supplemented and adjusted to operate the tourist area on a pilot basis. The two sides need to review and agree on some specific issues such as: discussing with the Chinese side to conduct a field survey on both sides, assessing the preparation of infrastructure, advantages, difficulties, and conditions of each side for the pilot operation; The issue of completing procedures for opening the Ban Gioc - Duc Thien border crossing (Cao Bang province has notified the Chinese side about the completion of the crossing, the Chinese side has not yet communicated), agreeing on the time to announce the opening ceremony of the Ban Gioc - Duc Thien border crossing and pilot operation for tourists from both sides to cross; reviewing and re-evaluating the contents of the two sides' talks and exchanges; agreeing to adjust, supplement and clarify unclear and inappropriate contents regarding ticket prices, tourists from China to Vietnam during the pilot operation period will remain the same (70 thousand VND/tourist), agreeing on ticket prices including insurance fees, excluding other services, children under 6 years old are free; children over 6 years old, under 1.2 m tall are charged 1/2 of the adult ticket price; tourists from Vietnam to China are exempted from buying tickets during the pilot operation period. Regarding travel documents, tourists from China passing through the scenic area on the Vietnamese side do not use the Mainland travel passport of Taiwanese citizens.

Regarding the sightseeing route, tourists from China passing through the scenic area on the Vietnamese side will take the electric car on National Highway 4A to fixed points (including: Ban Gioc Waterfall Border Control Station - waterfall foot area - Saigon Ban Gioc Hotel - Truc Lam Ban Gioc Buddhist Temple). The Vietnamese side ensures security and order, and does not build closed fences in residential areas. When the route along the Quay Son River to landmark 836(2) is completed, the sightseeing route will be unified and adjusted. It is proposed that the Chinese side expand the sightseeing route for tourists from Vietnam to China (previously, during the talks, it was agreed that the Chinese side did not have a skywalk). The contents regarding the arrangement of control forces, the time of the number of tourists passing through during the pilot period, the control of raft activities on the border river (each side is not allowed to use more than 20 rafts, arranged far from the waterfall foot area), jointly studying the plan to build a border square at the area of marker 835... remain as agreed.

Focus on constructing a number of works and renovating the Ban Gioc waterfall landscape area, including: At the border control station area, build a service area; arrange a service area, display tourism products, local agricultural products, and breakfast for tourists; at the foot of the waterfall, build a toilet in the foot of the waterfall area, renovate roads and walking bridges; build a temporary office and reception house for the Standing Office of the Tourist Area Management Board; arrange and install inspection booths at the Co Muong bridge area, on National Highway 4A at the entrance to the Ban Gioc waterfall tourist center and from Ha Lang district to Ban Gioc waterfall, complete the construction of soft fences during the pilot operation period and develop a roadmap for hard fences to serve official operation. Regarding tourism products to attract visitors to the landscape area, it is necessary to build unique, quality tourism products that leave a deep impression on visitors when they come to the landscape area, such as: building unique and unique cultural and artistic programs; Organize special shows for tourists to enjoy and experience the unique culture of Cao Bang; experiential tourism products...

The time to organize the Pilot Operation Ceremony for tourists to cross the landscape area on both sides and the Ceremony to announce the opening of the Ban Gioc - Duc Thien road is expected in October 2023.

At the meeting, delegates discussed and gave opinions on plans for managing tourists, picking up and dropping off guests, ensuring security and order, regulating traffic, travel documents, infrastructure serving the pilot operation of the landscape area; time to announce the opening and pilot operation of the landscape area.

Chairman of the Provincial People's Committee Hoang Xuan Anh delivered a concluding speech at the meeting.

Concluding the meeting, Chairman of the Provincial People's Committee Hoang Xuan Anh proposed that the Project to deploy the Ban Gioc - Duc Thien waterfall landscape area into pilot operation be assigned to the coordination office. Coordinate with the Department of Foreign Affairs to complete the project, including assessing the current situation and specific implementation contents. Prepare the content of the plan to organize the 9th meeting between the Standing Office, the Provincial Coordination Committee (Cao Bang) and the Inter-sectoral Working Group, the Provincial Coordination Committee (Guangxi), and agree on the issues to be discussed at the meeting. The Provincial People's Committee Office completes the relevant submission to report to the Provincial Party Standing Committee.

The Department of Foreign Affairs coordinates with Guangxi Province to send an exchange letter. Regarding the field survey, it is necessary to conduct a thorough survey on both sides... Regarding the content of the meeting, focus on completing the procedures for opening the pilot completion content. Regarding ticket prices, agree on a ticket price of 70,000 VND/tourist excluding other services; travel documents need to agree not to use mainland travel passes of citizens from Taiwan. Regarding the sightseeing route, it is recommended that China add content on the route that soft fences are still used, increase security checkpoints, and possibly build more fences.

The Department of Transport will soon have a plan to coordinate large vehicles passing through the pilot operation area. The Management Board of Ban Gioc Waterfall Tourist Area and Trung Khanh district will soon deploy temporary works to serve the pilot operation, creating landscape for the area at the foot of Ban Gioc Waterfall. The Department of Culture, Sports and Tourism is researching to add more types and tourism products to serve tourists, with the characteristics of Vietnam in general and Cao Bang province in particular. Relevant agencies Complete the Draft Regulations on tourist management within the landscape, ensure security and order in the border area, and ensure conditions for putting the Ban Gioc - Duc Thien waterfall landscape area into pilot operation.
