Localities should step up propaganda and apply land recovery compensation policies for the project. In case households deliberately do not receive compensation, they must implement construction protection measures. No later than April 22, the entire remaining site must be handed over to the investor and contractor for construction. Any contractor who does not meet the capacity must make final payments, terminate the contract, and replace with a new capable contractor, ensuring the project is completed before December 31, 2025.

This is the conclusion of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vuong Quoc Tuan at the inspection of site clearance and progress of the implementation of the Ring Road 4 Project - Hanoi Capital Region through Bac Ninh province, which took place on the morning of April 13. Accompanying the delegation were comrades: Ta Dang Doan, Member of the Provincial Party Committee Standing Committee, Secretary of the Bac Ninh City Party Committee; Ngo Tan Phuong, Vice Chairman of the Provincial People's Committee, and leaders of relevant departments and branches.

According to the Ring Road 4 project report, the section passing through the province has approved the compensation and site clearance plan (GPMB) for over 370 hectares (land area within the 90m boundary), reaching 98.9%; the remaining 3,945 hectares, accounting for more than 1% of the residential land area and the assignment of land without proper authority has not been completed. Specifically: Bac Ninh city has approved the compensation plan for 107/190 households; Que Vo town has approved the compensation plan for 32/102 households, reaching a rate of 31.37%; Thuan Thanh town has approved the compensation and support plan for 126 households.
Inspecting the site clearance work in Khac Niem and Hap Linh wards (Bac Ninh city), Chi Lang commune (Que Vo town), Mao Dien commune (Thuan Thanh town), Chairman of the Provincial People's Committee Vuong Quoc Tuan highly appreciated the spirit of urgent, drastic and responsible participation in propaganda, mobilization and dialogue of the Party committees and authorities of the localities where the project passes through for site clearance work, creating high consensus among the people. The Chairman of the Provincial People's Committee requested Bac Ninh city, Que Vo town and Thuan Thanh town to seamlessly hand over the site to the investor before April 22. At the same time, he requested Que Vo town to participate more resolutely; develop a detailed plan, clear completion schedule, have a frank dialogue with the people in compensation and support for the recovered land; develop a plan to protect the construction and speed up the construction progress of resettlement areas, ensure people's security, create a spillover effect, and convey the message to the localities where Ring Road 4 passes through.

The construction progress of packages 14, 15, 16 of the Ring Road 4 Project - Hanoi Capital Region through Bac Ninh province is currently being vigorously implemented by contractors. In particular, package 14 is about 3 months ahead of schedule compared to the plan. The total construction value of the entire project is 740.5 billion, accounting for 31% of the volume value. Chairman of the Provincial People's Committee Vuong Quoc Tuan requested the Traffic and Agriculture Project Management Board, immediately after receiving the site, to direct and urge contractors to speed up the construction progress in accordance with the spirit of 3 shifts, 4 teams, ensuring quality, technique and aesthetics. Ensure the completion of the construction of the parallel road before December 31, 2025.
The Ring Road 4 Project - Hanoi Capital Region has a total length of 113.52 km passing through 3 cities and provinces. Of which, the section passing through Bac Ninh province is 36.26 km long. The completion of the project will enhance connectivity, creating momentum for socio-economic development of provinces and cities in the Capital Region, the Red River Delta Region and the Northern Key Economic Zone .
