On the morning of November 17, the Ca Mau Provincial Party Committee held a conference to announce the decision of the Secretariat on the transfer and appointment of personnel to hold the position of Deputy Secretary of the Ca Mau Provincial Party Committee for the 2025-2030 term.
According to the decision of the Secretariat, Mr. Lu Quang Ngoi, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Vinh Long province, ceased to participate in the Executive Committee, the Standing Committee and ceased to hold the position of Deputy Secretary of the Vinh Long Provincial Party Committee for the 2025-2030 term; transferred and appointed to participate in the Executive Committee, the Standing Committee and hold the position of Deputy Secretary of the Ca Mau Provincial Party Committee for the 2025-2030 term.

Speaking at the conference, Mr. Nguyen Thanh Tam, Deputy Head of the Central Organizing Committee, said that Mr. Lu Quang Ngoi grew up from the grassroots and was assessed as a capable and experienced cadre in Party and state administration building, determined to stay close to the grassroots, and always completed assigned tasks well in all positions.
The leaders of the Central Organizing Committee believe that, with his knowledge and past work experience, Mr. Lu Quang Ngoi will soon grasp the work in the new locality, promote his capacity, enthusiasm, responsibility, continue to learn, strive, unite with the Executive Committee and the Standing Committee of the Ca Mau Provincial Party Committee to lead and direct the successful implementation of the Resolution of the 1st Provincial Party Congress, continuing to bring Ca Mau to strong development in the coming time.
The new Deputy Secretary of the Ca Mau Provincial Party Committee, Lu Quang Ngoi, expressed his honor and said that this is a responsibility to the Party Committee and people of Ca Mau province. He sincerely thanked the Politburo , the Secretariat and the trust of the Standing Committee and the Executive Committee of the Ca Mau Provincial Party Committee for creating conditions for him to take on the task.
Taking on the new task, he emphasized that he will closely follow the grassroots, listen to the people, supervise the performance of public duties, resolutely prevent and combat corruption and negativity, protect the legitimate interests of the people and businesses, create sustainable development, and improve people's lives.
"I am aware that the tasks ahead are still extremely heavy. I hope to continue to receive the attention and direction of the Central Government, the solidarity and support of the Executive Committee, the Standing Committee of the Provincial Party Committee, especially the trust of the people of Ca Mau. I promise to use all my ability and intelligence to successfully complete the assigned tasks, making worthy contributions to the common development," Mr. Ngoi expressed.

Mr. Lu Quang Ngoi, 53 years old, is from the old Tien Giang province, now Dong Thap province. He has a Bachelor of Economic Law, Master of Party Building and State Administration; Doctor of Political Science; Senior in Political Theory.
Mr. Ngoi used to be Deputy Director and then Director of the Department of Labor, War Invalids and Social Affairs of Vinh Long province; Secretary of Tam Binh district (Vinh Long province); Deputy Chief of Office of Vinh Long Provincial Party Committee; Vice Chairman of Vinh Long Provincial People's Committee; Chairman of Vinh Long Provincial People's Committee.
From July 2025 to present, Mr. Ngoi has been Chairman of the People's Committee of Vinh Long province (after merging the three provinces of Vinh Long, Tra Vinh and Ben Tre).
Also at the Conference, the leader of the Central Organizing Committee said that Mr. Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ca Mau province, was transferred to a new assignment in Dong Thap province.
