In the first 6 months of 2025, the decline in international investment and global market fluctuations posed challenges in attracting foreign investment and promoting exports in the province. However, the province has proactively implemented solutions to adapt to the situation, while taking advantage of opportunities from free trade agreements and strategic partnerships to promote socio-economic development.
Quang Tri province aims to achieve GRDP growth of 8% in 2025, of which the industrial - construction sector will increase by 12%, services by 7.5%, and agriculture by 3.5%. Total investment capital implemented in the area in the first 3 months of the year reached nearly VND 4,692 billion, up 7.88% over the same period last year. Of which, foreign direct investment capital reached more than VND 102 billion, up nearly 28%. On the other hand, the province continues to implement social security, education and health care programs, while promoting sustainable poverty reduction and improving the quality of life for the people.
Identifying foreign affairs as one of the key tasks to serve the socio-economic development goals, in the first 6 months of 2025, Quang Tri province continues to synchronously and seriously implement the directives, resolutions, action programs of the central government, and the province's plan on strengthening diplomatic work to serve economic development in the period of accelerating industrialization and modernization of the country.
Thereby raising the sense of responsibility of Party committees, authorities, agencies, units, and enterprises in international integration and effectively implementing diplomatic work to serve economic development. Actively promoting the position and role of investment promotion, trade, tourism, and business support activities for socio-economic development and sustainable poverty reduction of the province.
Along with improving the quality of foreign affairs activities, the province always focuses on the field of economic diplomacy to attract investment resources to the province; at the same time, actively promoting the image, potential and advantages of Quang Tri to domestic and international friends. In particular, the cooperative relationship with economic groups and large enterprises at home and abroad is increasingly expanded, going into depth, substance and efficiency.
Along with that, the province's foreign economic activities continue to be promoted through meetings and promotions between provincial leaders and multinational corporations, foreign direct investment (FDI) enterprises; listening to and solving issues that foreign enterprises and individuals are interested in.
Currently, in Quang Tri province, there are 29 FDI projects in operation with a total registered capital of 2,833.895 million USD, of which 24 projects have been completed and put into operation, creating regular jobs for more than 2,000 workers.
Among them, there are some notable projects such as: Hai Lang LNG Power Center Project in Quang Tri Province - Phase 1 of a consortium of Vietnamese and Korean investors including T&T Group and Korean enterprises: Hanwha Energy Joint Stock Company (HANWHA), South Korea Electric Power Corporation (KOSPO), Korea Gas Corporation (KOGAS) (2.317 billion USD); Quang Tri Industrial Park Project of Vietnam - Singapore Industrial Park Joint Venture Company, Amata Bien Hoa Urban Joint Stock Company, Sumitomo Corporation (88.26 million USD)...
In general, FDI projects in the area are making efforts to implement according to approved content, helping the province's foreign direct investment market to increasingly flourish.
Regarding the situation of attracting ODA projects, in 2025, in Quang Tri province, there will be 10 ODA projects with allocated capital for implementation with a total allocated capital of over 1,024 billion VND, of which foreign capital from the central budget is over 668.4 billion VND; foreign capital borrowed is over 160.7 billion VND; local budget counterpart capital is over 151.3 billion VND; central budget counterpart capital is over 44.2 billion VND.
In addition, the province has issued and implemented a plan to promote foreign non-governmental aid (NGO) mobilization in Quang Tri province in 2025; presided over and assigned focal agencies and localities to proactively mobilize, sign and deploy NGO projects in the province. In the first 6 months of 2025, the province has mobilized 25 new NGO projects and non-project aid to serve the needs of overcoming the consequences of post-war bombs and mines, developing the socio-economy, and sustainably reducing poverty in the locality.
The programs and projects implemented by the NGOs have generally achieved positive results, focusing on the following areas: people with disabilities, overcoming the consequences of war, education and training, healthcare, etc. Thereby contributing to practically serving the needs of socio-economic development, ensuring social security, and maintaining political stability in the area.
To be more proactive in international economic integration, especially in the context of urgently reorganizing the provincial foreign affairs apparatus in accordance with the project of rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model, the foreign affairs task set for Quang Tri in the last months of 2025 is to soon stabilize the apparatus, quickly adapt to the new situation, and at the same time promote foreign economic cooperation and attract FDI investment.
At the same time, organize investment promotion programs abroad, especially in Japan, Korea, Singapore, Thailand - countries with strengths in energy, logistics, and processing technology. Prioritize attracting investment in the Southeast Quang Tri Economic Zone, My Thuy seaport, wind power projects, solar power, logistics services, warehousing, and transportation at La Lay International Border Gate.
Strengthening connections with businesses in the East-West Economic Corridor region, effectively exploiting the role of Lao Bao International Border Gate. Striving to turn Quang Tri into a regional freight transit center by 2030.
