Therefore, localities with ethnic minority students have proactively developed plans and implemented teaching Vietnamese to ethnic minority children before they enter first grade.
In Kon Tum province, a representative of the Department of Education and Training said: In recent years, the work of enhancing Vietnamese language for ethnic minority children has always been of interest to the provincial education sector, and has been directed and implemented. For preschool level, units have focused on enhancing Vietnamese speaking practice for children from 3 to 5 years old through music, literature, and writing activities. In the period of 2021-2023, 100% of 5-year-old ethnic minority preschool children have been enhanced with Vietnamese before entering grade 1. As a result, schools have implemented 16,807 Vietnamese language enhancement lessons and 1,202,862 tutoring and enrichment lessons for preschool children.
Notably, when Circular No. 23/2023/TT-BGDDT of the Ministry of Education and Training regulating the teaching and learning of Vietnamese for ethnic minority children before entering grade 1 was issued, the Department of Education and Training of Kon Tum province promptly advised on adjusting many mechanisms and policies of the province to ensure meeting payment standards such as increasing support standards; arranging to ensure summer leave for teachers while meeting the need to strengthen Vietnamese before entering grade 1 for 5-year-old ethnic minority children.
In addition, the Department of Education and Training of Kon Tum province has also proactively compiled documents to enhance Vietnamese for 5-year-old children preparing to enter grade 1, which has been well received by schools and enjoyed by students; ensuring the readiness of 5-year-old children to enter grade 1.
With the locality having more than 70% of students being ethnic minorities, Lao Cai province always pays much attention to developing education in ethnic minority areas.
Director of the Department of Education and Training of Lao Cai province, Duong Bich Nguyet, said: In the 2023-2024 school year, the province has 61,027 ethnic minority students, accounting for 71.5%. Realizing that teaching and learning Vietnamese for children before entering grade 1 is an extremely necessary issue, every year, the Department of Education and Training of the province develops a plan to enhance Vietnamese for ethnic minority students in the area. Up to now, all schools have built a friendly Vietnamese language enhancement environment for ethnic minority students such as: Multi-purpose library, green library, mobile library, making large and small comic books; organizing reading camps; building community libraries in villages; enhancing the experiential activity "Parents and children learn Vietnamese at home day" to improve students' listening, speaking, reading and writing skills.
Meanwhile, Head of the Preschool-Primary Department, Department of Education and Training of Quang Binh province, Le Viet Cam, shared: Previously, the preparation for children before entering grade 1 was mainly focused on teaching and enhancing Vietnamese content. After participating in training sessions organized by the Ministry of Education and Training, in addition to Vietnamese content, children were also introduced to soft skills of primary school students. This helps children not to be surprised when changing the educational environment from preschool to primary school. This is a meaningful work for ethnic minority students, especially ensuring their rights to study and education.
Director of the Department of Primary Education (Ministry of Education and Training) Thai Van Tai affirmed: To successfully implement the innovation of the 2018 General Education Program, teaching and learning Vietnamese for ethnic minority children before entering grade 1 plays an important role, is a prerequisite to ensure the best quality of students for ethnic minority areas. Currently, in many localities, grade 1 students in ethnic minority areas are using Vietnamese as a second language when studying science subjects and they are lacking Vietnamese language skills. Circular No. 23/2023/TT-BGDDT regulating the teaching and learning of Vietnamese for ethnic minority children before entering grade 1 will meet the practical needs of localities in improving the quality of education. This will be the basis for implementing policies and regimes for teachers, children and students of ethnic minorities by ensuring conditions for teaching and learning Vietnamese.
