With the synchronous participation of all levels, sectors and localities in implementing information poverty reduction work, ethnic minority areas in the province have been gradually enlightened. Information is no longer a barrier, but has become the key to opening the door to poverty for people in extremely difficult areas.
In Da Bac district, the District People's Committee has just issued a communication plan on multidimensional poverty reduction in 2025, aiming to continue effectively implementing Project 6 "Communication and information poverty reduction", under the National Target Program (NTPP) on sustainable poverty reduction in 2025. As an area with a high proportion of ethnic minorities and many communes in extremely difficult circumstances, Da Bac prioritizes promoting information poverty reduction. This is also the district's consistent orientation in the process of implementing the NTPPs for the period 2021 - 2025, contributing to bringing the Party and State's policies and support programs deeper into life.
According to Vice Chairman of Da Bac District People's Committee Nguyen Thanh Tuan, communication work is carried out in a practical and appropriate manner for each target group, helping people understand the policies, mechanisms, policies and support programs of the State. The focus in 2025 is to disseminate and orient people to actively participate in and benefit from national target programs, access basic social services such as employment, vocationaleducation , health care, housing, clean water, sanitation, information, legal aid, social assistance and gender equality. The main form of communication is printing communication panels on poverty reduction work and grassroots officials directly informing people.
On a provincial scale, information poverty reduction has always been a focus in the implementation of the National Target Programs for the period 2021 - 2025. Identifying information as the "key" to opening up development opportunities for disadvantaged areas, the province prioritizes the implementation of Project 6 in extremely disadvantaged communes, where ethnic minorities live in large numbers. Providing essential information not only supports people in socio -economic development, but is also an important basis for the government to improve management efficiency, promote digital transformation and shorten the development gap between ethnic minority and mountainous areas and favorable areas.
In line with the above orientation when implementing the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025, localities have focused on implementing Project 6 "Communication and information poverty reduction", focusing on extremely disadvantaged communes in ethnic minority and mountainous areas. The Department of Science and Technology is assigned to preside over the implementation of the sub-project "Information poverty reduction" under Project 6. The sub-project aims to support poor households, near-poor households and people in extremely disadvantaged areas to access telecommunications services and use information to improve their lives.
Within the scope of support, the sub-project focuses on implementing 3 contents: Capacity building for information and communication officers. Providing public information services at public postal service points to serve people's access to information in extremely disadvantaged communes. Strengthening facilities for grassroots information activities (including facilities for radio stations in extremely disadvantaged communes). To date, the program has achieved positive results: Organizing 6 training courses, capacity building for 814 grassroots information and communication officers. Supporting the maintenance of 51 public information service points in extremely disadvantaged communes, reaching 100% of the plan. Upgrading radio stations in 13 communes, expanding loudspeaker clusters, applying digital technology to increase access to essential information... These are practical results, contributing to affirming Hoa Binh's determination in reducing information poverty - the key to paving the way for sustainable development in ethnic minority and mountainous areas.
