Thousands of students study
According to Circular 05/2021 of the Ministry of Labor, War Invalids and Social Affairs regulating enrollment regulations and determining enrollment quotas for intermediate and college levels, college students must satisfy one of the following two criteria.
One is to have a high school diploma. Two is to have a secondary school diploma plus a certificate of completion of general education or a certificate of sufficient high school cultural knowledge, commonly called a four-subject cultural program.
For students studying in the 9+ system and only studying the four-subject cultural program, they will not be able to get a high school diploma. That is, according to Circular 05/2021, students in group two must meet the "necessary condition" of graduating from secondary school to be able to study at college.
However, some readers reported to Tuoi Tre that Ly Tu Trong College in Ho Chi Minh City did not comply with the above regulations. Specifically, in 2024, class 21T4 had 565 students graduating from intermediate level and nearly 600 students were not qualified to graduate from intermediate level in September 2024.
However, also in September 2024, Ly Tu Trong College, Ho Chi Minh City, announced the list of classes and student codes of course 21T4 transferring to college course 24C2. The list has nearly 1,100 students, of which most of the students who do not meet the above intermediate graduation requirements are still on this list.
For example, LHGH in class 21T4-ANM1 is not qualified to graduate from high school because he owes many subjects, including database, political education, programming techniques, computer networks and network administration, literature 1, law, information technology, physics 2. However, he is still allowed to study college in class 24C2-ANM1.
Or NMK is in class 21T4-ANM1, still owes 15 subjects and credits so cannot graduate from high school but is still on the list of college class 24C2-ANM1.
Notably, according to the announcement on regular college transfer admissions in 2024 issued by Ly Tu Trong College, Ho Chi Minh City, the admission subjects include high school graduates, intermediate graduates or college graduates who need to study for a second degree.
More importantly, 2024 is not the first time that the school has allowed students who have not graduated from secondary school to study at college. The same situation also happened with many classes before 2023.
What does the school say?
Speaking with Tuoi Tre, Dr. Dinh Van De - Vice Principal in charge of Ly Tu Trong College, Ho Chi Minh City - confirmed this incident and said it can be viewed from many angles.
First of all, he said that it is a fact that students who turn to vocational training after junior high school and choose the 9+ path are mainly those with limited academic ability. Meanwhile, many students' families and themselves also really want to complete their studies to have both intermediate and college degrees.
Therefore, he believes that in cases where students do not meet the requirements to graduate from secondary school, if the school rigidly forces them to stop and pay off all their secondary school credits, it can affect their progress and psychology. Many students are easily discouraged and drop out of school.
In theory, Mr. De said that Ly Tu Trong College is one of the first colleges to be allowed by the Ministry of Labor, War Invalids and Social Affairs to pilot the 9+ training model. During the pilot process, many problems will arise, so the school will be proactive and flexible depending on the actual situation.
For example, he explained that for students who are not yet qualified to graduate from secondary school, they will have to apply for permission to audit college credits and commit to completing the credits they owe in the secondary school program. During the time they audit college credits, the school will arrange a schedule for them to complete the secondary school program.
Mr. De affirmed that the most important thing is that the credits from the students' audit studies will only be counted if they have graduated from secondary school. That means that students must graduate from secondary school for their college results to be recorded and for them to be eligible to graduate from college.
"Does the school think this flexible approach is against the regulations?", we asked. The school representative said that the school had reported this issue to the General Department of Vocational Education (Ministry of Labor - Invalids and Social Affairs) in several previous working sessions, so that the management agency could grasp the actual situation. The school is still waiting for further instructions.
He added that this "flexibility" is currently only applied to students studying 9+ at the school. As for other subjects outside who want to register for college at Ly Tu Trong College, Ho Chi Minh City, they still have to meet the conditions such as having a high school diploma or having graduated from intermediate or college as announced by the school.
A class of more than 1,300 students did not qualify to graduate.
In 2023, the number of intermediate graduates of the 20T4 course and including the old revised course is only 188 students. That means the number of 20T4 students with the "necessary conditions" to study at college is also only 188 students. The number of students who do not meet the requirements to graduate from intermediate course 20T4 of Ly Tu Trong College is 1,344 students. However, the list of college transfer classes 23C2 from intermediate students of the 20T4 course also has about 1,300 students.
Graduated from high school and college only a few months apart
One of the "consequences" of this approach at Ly Tu Trong College in Ho Chi Minh City is that there are many cases of students graduating from intermediate and college only a few months apart. For example, in 2023, many students were listed in the school's intermediate and college graduation exams only one to three months apart.
Dr. Dinh Van De said that this is quite normal because the school requires students to graduate from secondary school to be considered for college graduation. Therefore, some students who have completed the full audit program in the college program but have not completed the "debt" of secondary school subjects are not considered for college graduation. When they complete, they will graduate from secondary school and college very close together.
