No consideration for adjusting basic salary in 2026

Minister of Home Affairs Pham Thi Thanh Tra said that the Government has not proposed adjusting the basic salary in 2026 because there are many factors affecting budget expenditures.

On April 17, the National Assembly Standing Committee met to give opinions on the Government's report on salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits.

“Salary reform is a complicated issue, requiring consideration of many economic, social and political factors,” National Assembly Chairman Tran Thanh Man stated.

Meanwhile, Minister of Home Affairs Pham Thi Thanh Tra said that there are currently many complicated developments affecting budget revenue. Therefore, the Government has not considered the proposal to adjust the basic salary in 2026.

The National Assembly Chairman requested the Ministry of Home Affairs to coordinate with the Ministry of Finance and other ministries, branches and localities to review and synthesize specific results of the process of reducing staff and streamlining the apparatus to see how much budget savings have been achieved.

That result is the basis for balancing other tasks such as investment, development, policies, social security, etc.

In the coming time, the National Assembly Chairman said that it is necessary to encourage salary payment based on work performance, apply clear criteria "to reward, to increase"; reduce dependence on allowances; ensure and enhance the rights of workers in state agencies and enterprises.

Mr. Tran Thanh Man noted that we can learn from the experiences of some countries, typically Singapore, which rely on digital technology to reduce staff, streamline the apparatus and pay high salaries to civil servants and public employees.

The basic salary in 2025 is being applied according to the provisions of Decree 73/2024 from July 1, 2024 at 2.34 million VND/month.

Salaries of cadres, civil servants and public employees are based on the basic salary according to the civil service "Basic salary x Salary coefficient".

Currently, civil servants holding the title of senior expert have the highest salary of 23.4 million VND/month; while civil servants of type C group 3 (elementary level) have the lowest salary of 3.159 million VND/month.
