When village officials act as "contractors"

Despite receiving 60 million VND in state support, Mr. Hoang Van Hong, Dam Hong 2 village, Dam Hong commune (Chiem Hoa) did not know how to find more funds to build a new house, let alone hire workers or buy construction materials. Faced with that situation, Ms. Pham Thi Men, Party Cell Secretary and Head of Dam Hong 2 village, took on all the work of building Mr. Hong's house, from buying iron and nails to paying in advance to hire workers.

Leaders of Nang Kha commune (Na Hang) inspected the construction progress of houses for poor households in the area.

Ms. Men said: Implementing the policy of eliminating temporary and dilapidated houses of the Party and State, which has been widely launched nationwide, Mr. Hoang Van Hong's family is eligible for support to build a solid house. However, Mr. Hong himself is not as agile as others, and he lives alone without a wife or children to rely on, so it is impossible for him to stand up and build a new house. With the determination to complete the goal of eliminating temporary and dilapidated houses in the area, Ms. Men discussed with the village committee to stand up as the "contractor" to take care of building a house for Mr. Hong. Currently, Mr. Hong's house is completing the final items, striving to be completed and put into use by May 10.

In parallel with mobilizing resources from the community, localities skillfully and flexibly mobilized armed forces to support the elimination of temporary and dilapidated houses for the poor. After 2 months of construction, at the end of April 2025, the Mobile Police Department, Tuyen Quang Provincial Police organized the inauguration ceremony and handed over a new house to Mr. Trieu Van Tu, Dao ethnic group, in Deo Hoa hamlet, Chan Son commune (Yen Son). Mr. Tu's family has 7 members, including the youngest child with a disability. The family is poor, lacks land for production, and has a house that has been degraded for a long time but has not been able to repair it.

After 2 months of construction, the newly built house with an area of 85 m2, ensuring "three hard" (hard foundation, hard roof, hard wall frame) was completed and put into use. Of which, officers and soldiers of the Mobile Police Department contributed and called on units and benefactors to join hands to support the family with 70 million VND; the rest was the family's counterpart capital.

In the house with the fragrant smell of new paint, Mr. Tu happily said: I never thought my family would have such a spacious and cozy new house. I don't know what to say other than to sincerely thank the authorities at all levels and the officers and soldiers of the Mobile Police Department for enthusiastically supporting my family to complete the construction of the new house.

Nang Kha is the first locality in Na Hang district to complete the progress of eliminating temporary and dilapidated houses in the area. Comrade La Van Duong, Vice Chairman of Nang Kha Commune People's Committee, said: The Commune People's Committee has directed forces to focus on removing difficulties and obstacles in land allocation and site clearance to help households build houses, mobilizing the entire political system and community to participate in the spirit of "whoever has something to help", linking the implementation of "3 together" with supporting working days to help poor households and policy families.

Households that are subject to the removal of temporary and dilapidated houses are all in difficult circumstances, with some households in difficult circumstances who do not have the means to build new houses. Therefore, the Party Committee and the government have assigned cadres of villages and hamlets to be responsible for propaganda, mobilization, and finding support solutions; and directed associations to provide maximum support in working days to help households build new houses. Up to now, the whole commune has started construction and repair of 30/30 temporary and dilapidated houses. By the end of May, the whole commune is striving to complete and put into use 30 houses.

Officials and party members of Hoa Phu commune (Chiem Hoa) help local people remove temporary and dilapidated houses.

Positive move

According to the report of the Steering Committee for Eliminating Temporary and Dilapidated Houses in the province, by May 2, the whole province had eliminated temporary and dilapidated houses for 6,388 out of 6,928 households, reaching 92.21% of the plan (rebuilding 4,194 households, repairing 2,194 households). Of which, 3,380 households have completed houses, 3,008 households are under construction, and 540 households have not yet started construction. In the coming time, the Steering Committee for Eliminating Temporary and Dilapidated Houses in Tuyen Quang province requested sectors and localities to continue to strengthen direction, inspection, and supervision of implementation progress; step up propaganda, create changes in public awareness about the meaning of the program; mobilize agencies, businesses, philanthropists, and people to join in, determined to strive to complete the elimination of temporary and dilapidated houses according to the set plan.

With creative and practical approaches, localities in the province are gradually completing the goal of eliminating temporary and dilapidated houses, contributing to realizing the dream of prosperity, peace and happiness in new homes.
