Joining hands to eliminate temporary housing: Quang Nam enters the final stage

Quang Nam has proposed many practical solutions such as strengthening supervision, urging, mobilizing social resources... to speed up the progress of eliminating temporary and dilapidated houses according to the roadmap set by the Central Government, striving to complete before the province's merger.

Many difficulties and challenges

At the fourth meeting of the Central Steering Committee on the elimination of temporary and dilapidated houses, Prime Minister Pham Minh Chinh directed localities to "think honestly, speak honestly, act honestly, and be effective so that people can enjoy real results" to basically complete the goal of eliminating temporary and dilapidated houses nationwide before October 31, 2025.

In Quang Nam, Chairman of the Provincial People's Committee Le Van Dung affirmed his determination to complete housing for meritorious people before July 27, with a total of 353 houses; the other houses will be completed before the merger with Da Nang City.

Since the Prime Minister launched the program to eliminate temporary and dilapidated houses nationwide, Quang Nam has urgently implemented the program.

Up to now, the remaining number of houses to be built in 2025 is 2,831 houses (of which 353 houses are for people with meritorious services, 1,162 houses are for national target programs, and 1,316 houses are for the Government's launch program and the Provincial People's Council Resolution).

The number of temporary and dilapidated houses that need to be removed in Quang Nam is too large compared to other provinces and cities, so the progress of implementation is on the list of slow-implementing provinces named by the Ministry of Ethnic Minorities and Religions.

It can be seen that with the large number of temporary houses and dilapidated houses that need to be removed, the large area, temporary houses mainly located in mountainous areas, especially difficult areas, and border areas, the province's temporary house removal work faces many difficulties.

Most poor households whose temporary houses were to be removed do not have the corresponding funding, so they cannot build new houses even though they have received 60 million VND in support. At this time, the high cost of labor and materials makes it even more difficult for poor and near-poor households to build a solid house.

Accelerate progress

In recent times, the whole province has made efforts to complete the goal of eliminating temporary houses, especially in this final stage.

At an online meeting with the Central Steering Committee, Chairman of the Provincial People's Committee Le Van Dung outlined a number of solutions that Quang Nam has been focusing on implementing to complete the set goal of eliminating temporary houses, especially housing for people with meritorious services, which must be completed before July 27.

The provincial steering committee has sent members to directly direct the district level in the past time, and in the near future will send members in charge of each commune to urge the work and follow the implementation progress.

The province will maintain a shock force consisting of armed forces and youth volunteers who are carrying out the task of supporting people in removing temporary houses.

In particular, shock troops will be sent to border communes, mountainous areas, and ethnic minority areas that are still facing difficulties in both materials and labor to support people as best as possible.

For households that have the custom of choosing a date and age to build a house but cannot do so at this time, the communes will promote the role of village elders, prestigious people in the community, to mobilize people to build houses, to ensure that all houses supported in the program can start construction in May 2025.

For families with difficulties and insufficient resources to remove temporary houses, Quang Nam has issued a Resolution on loans. Currently, the provincial budget has entrusted the Provincial Policy Bank Branch with 50 billion VND in preferential loans for people to remove temporary houses.

Currently, the mobilized resources have entered the Provincial Mobilization Committee's account of 97.6 billion VND, all of which have been allocated to the districts for implementation. The province still lacks 34 billion VND in mobilized resources, so it is actively mobilizing collectives and individuals to support the implementation of eliminating temporary and dilapidated houses, and strives to mobilize enough missing socialized resources by the end of May 2025 to support people in eliminating temporary houses.
