In implementing the Government's Project on the Development of Data Applications on Population, Identification and Electronic Authentication to Serve the National Digital Transformation in the period 2022-2025, with a vision to 2030 (Project 06), the Binh Thuan Provincial Police Department has advised the Provincial People's Committee on the implementation of the project's tasks. These include plans for the implementation of the Data Law; a concentrated effort to deploy electronic identification for agencies and organizations in the province; and the implementation of Project 06 tasks throughout the province. Simultaneously, the Department advised the Provincial Steering Committee for Administrative Reform, Digital Transformation, and Project 06 to issue directives to the Provincial Police Department and district-level People's Committees to strengthen the advisory and support agencies for the implementation of the Project in their respective areas, and to proactively receive Project 06 documents from district-level police departments after the Provincial Police Department ceases to organize and deploy district-level police departments from March 1, 2025…

Besides those achievements, at the recent meeting of the Steering Committee on Science, Technology Development, Innovation and Digital Transformation of Binh Thuan province in the first quarter of 2025, Mr. Le Quang Nhan – Director of the Binh Thuan Provincial Police – emphasized some shortcomings and limitations in the implementation of Project 06. These include data cleaning, the deployment of the Project 06 model; and coordination in collecting information on unidentified relatives...
Specifically, the digitalization of land data in the Agriculture and Environment sector has been implemented, including cadastral mapping (handover to 3 levels: provincial, district, and commune, completed in 85/91 communes); land registration and certificate issuance (completed in 68/91 communes); and land database construction (completed in 65/91 communes). For the remaining 26 communes, the Provincial People's Committee has approved the contractor selection plan and is currently organizing the bidding procedures for implementation in 2025.

Regarding data cleaning for tax purposes, the target for the four priority groups of the tax sector is only 54.80%; data cleaning for children in the Labor, War Invalids and Social Affairs sector is 81.65%; data cleaning for social insurance is 98.40%; and data cleaning for genetics is 72.4%. According to the provincial police leadership, regarding the implementation of Project 06, 3 out of 30 registered models have not yet been implemented: the deployment of the Provincial Smart City Operations Center (IOC) integrating the national database on population, led by the Department of Science and Technology (still in the testing phase and not yet officially implemented); and the deployment of AI cameras to control entry and exit at Phan Thiet Railway Station, Muong Man, Phan Thiet Port, and Phu Quy, a joint project of the Department of Science and Technology, the Department of Construction, and the Department of Agriculture and Environment, which has not yet reported on the investment and deployment results of the AI cameras…
Therefore, in the coming period, the Provincial Police Department recommends that the Provincial Party Committee and the Provincial People's Committee direct relevant departments, agencies, and localities to urgently review outstanding tasks and models and accelerate their implementation. Comparing the list of 154 administrative procedures requiring criminal record certificates as stipulated in Directive No. 23, which are already issued via VNeID, it is recommended that the competent authorities amend the operational procedures to eliminate the requirement for citizens to present paper criminal record certificates. Simultaneously, tasks serving digital transformation should be implemented, ensuring connectivity with Project 06, including ship identification; location identification; building a national job exchange; an electronic labor contract platform; building a real estate exchange; and applying population data, identity cards, and electronic identification and authentication to contribute to digital transformation in the banking sector…
The Department of Health will continue to advise on and implement the pilot plan for deploying electronic health records on VNeID in the province to achieve its goals and requirements. This includes deploying electronic health records for children, especially vaccination information (from birth), linked to VNeID for parents and guardians. Through this, the aim is to contribute to the national goal of having over 40 million people using electronic health records and 100% of healthcare facilities (public and private) participating by the end of 2025.
