In the context of streamlining the organizational structure, the Ministry of Justice has identified digital transformation as a key solution. The deployment of the Civil Judgment Enforcement Digital Platform and the Intelligent Monitoring and Operation Center aims to create a unified, accurate, complete, clean, and active database for civil judgment enforcement, as stipulated in Resolution 71/NQ-CP 2025 amending the Action Program for implementing Resolution 57-NQ/TW.
The digital platform for civil enforcement is a comprehensive solution that digitizes the entire operational process, allowing for the resolution of procedures regardless of administrative boundaries. The system provides real-time data for management, utilizes AI to automate processing, and supports citizens in searching for information and receiving notifications via QR Code and VNeID. It is also ready to connect and share data with relevant ministries and agencies.

This is considered the largest digital transformation step ever, with a nationwide scope encompassing 34 provinces and cities, 355 regional Enforcement Offices, and 6,800 users including leaders, enforcement officers, and specialized departments, implemented in collaboration with theFPT team.
The digital platform consists of four business subsystems with powerful AI applications: (1) Electronic Receipt subsystem; (2) Decision-making support subsystem for enforcement; (3) Enforcement organization subsystem; (4) Citizen reception subsystem - receiving letters and managing the resolution of complaints and denunciations. These subsystems help to improve transparency, ensure legal compliance, optimize productivity and create a convenient digital environment for citizens.
The Intelligent Monitoring and Operation Center for Civil Enforcement Systems (IOC THADS) is a next-generation digital operating platform that utilizes AI, connecting and integrating in real time with the entire Civil Enforcement Digital Platform and related systems within and outside the sector, forming a unified shared data repository. Through the integrated AI assistant, leaders can query data using natural language, assign tasks, and monitor processing progress on a centralized operating screen.
Each year, the civil enforcement sector receives and processes over 1 million judgments, and reliance on manual procedures places significant pressure on enforcement work. With the new digital platform, citizens can quickly submit documents online or at the nearest one-stop service center of the civil enforcement agency, regardless of administrative boundaries. The processes of receiving, processing, issuing enforcement decisions, approving, organizing enforcement, and issuing electronic receipts are all carried out quickly online and updated for citizens through VNeID.
After more than 5 months of piloting, the digital platform has received over 90,000 judgments, issued nearly 130,000 digital decisions, digitized over 3 million pages of documents, and issued 464,375 electronic receipts with over 25 trillion VND collected, contributing to improved management efficiency under conditions where the workload of the entire sector has increased by approximately 20%.
In the next phase, the platform will continue to be refined, expanding connectivity, digitizing historical data, and integrating AI agents to support analysis, document drafting, risk assessment, and serving citizens 24/7.
The deployment of the Digital Platform in the field of civil enforcement and the Intelligent Monitoring and Operating Center for the Civil Enforcement System affirms the Ministry of Justice's determination to build a digitized, transparent, efficient, and people-centered civil enforcement system, opening a new phase of development for Vietnam's law enforcement system.
