Efficiently handle transitional cases.

On July 16th, Mr. Nguyen Dinh Thang and Ms. Ngo Thi My An's family (residing in Thuy Xuan ward) were surprised to receive a notice to go to the ward's People's Committee to collect their land use right certificate, just over two weeks after their application was transferred to the locality. Previously, the family had submitted their application at the former Thuan Hoa District Public Administration Center, which was then transferred after the merger. "I thought we would have to wait a long time because of the recent merger, and the officials would probably be busy, but I didn't expect it to be processed so quickly. The family is very happy that we can complete all the land-related matters soon," Mr. Thang shared.

Not only in Mr. Thang's case, but within the first three weeks of operating the new model (July 1-21), the Thuy Xuan Ward Public Administrative Service Center received over 1,000 applications, resolved 613 applications, achieving a rate of 59%, with 442 applications still pending, of which over 90% were received online. This is an impressive number, especially in the context of the administrative apparatus being completed after the merger of the three wards of Thuy Xuan, Thuy Bang, and Thuy Bieu.

Mr. Dang Huu Hai, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Thuy Xuan Ward, said: "From the very first days after the merger, we have focused on investing in equipment, organizing professional training, stabilizing the organizational structure, and clearly assigning tasks. The files transferred from the old district are thoroughly reviewed to ensure that results are delivered to the people promptly, guaranteeing no backlog or delays."

Human beings are the decisive factor.

Besides Thuy Xuan ward, Vy Da ward - a locality recently merged from three wards: Vy Da, Thuy Van, and Xuan Phu - is considered to have the highest rate of administrative procedure resolution in the entire city of Hue , with 88% of dossiers (1,172/1,326) processed within just 21 days (July 1-21).

At the Vy Da Ward Public Administrative Service Center, administrative activities proceed smoothly and efficiently. Ms. Vo Thi Cam Van (residing in residential group 10) said: “I came to complete the procedures for receiving social retirement benefits, and as soon as I entered, a young staff member guided me attentively; it only took a few minutes. I was truly surprised by their professionalism and enthusiasm.”

Mr. Nguyen Anh Tai, Deputy Director of the Public Administrative Service Center of Vy Da Ward, informed: After switching to the new model, the center operates with a proactive and creative spirit. Staff are learning as they go, continuously improving processes. In particular, emphasis is placed on guiding people to access level 3 and 4 public services, increasing the rate of online application processing, and reducing pressure on the administrative apparatus.

The organizational structure after the merger was implemented flexibly, scientifically , and in accordance with practical requirements. The Chairwoman of the Vy Da Ward People's Committee, Ms. Vo Thi Anh Thu, stated: “Despite the large workload and the need for civil servants to handle multiple areas, we quickly arranged and perfected the technical infrastructure, applied information technology, and resolved obstacles in the inter-agency process to ensure that documents are processed quickly and on time.”

In particular, the human factor is identified as the decisive element for success. According to Ms. Anh Thu, each official and civil servant receiving applications must have a high sense of responsibility, understand the procedures thoroughly, provide complete guidance to citizens, and ensure that applications are complete and processed according to regulations.

From the two exemplary cases of Thuy Xuan and Vy Da, it can be seen that the CQDP2C model is gradually becoming stable and effective in Hue City. It is noteworthy that the proactive and flexible organizational structure, the high sense of responsibility of the staff, and especially the strong application of digital technology in the process of handling administrative procedures are commendable.
