This is the opinion of Professor Carl Thayer, Australian Defense Academy, University of New South Wales, when interviewed by VNA reporter in Sydney.
The two leaders agreed to strengthen the comprehensive strategic cooperative partnership and move towards a community of shared future of strategic significance.
Australian experts said that Chinese General Secretary and President Xi Jinping has pledged to establish good cooperative relations and friendship with General Secretary and President To Lam.
Professor Thayer noted that it is standard diplomatic practice between two countries with close ties to arrange a high-level visit when there is a change in leadership. In the case of Vietnam and China, both countries are Comprehensive Strategic Cooperative Partners led by their respective Communist Parties.
General Secretary and President To Lam paid a state visit to China at the invitation of General Secretary and President Xi Jinping, just eight months after Chinese General Secretary and President Xi Jinping visited Vietnam.
According to Professor Thayer, the important significance of the visit is to affirm that Vietnam always attaches importance to and gives top priority to the friendly neighborly relationship with China, emphasizes the importance of the cooperative relationship between the Communist Parties of the two countries, and reaffirms that Vietnam is committed to implementing the joint statement reached between the late General Secretary Nguyen Phu Trong and General Secretary Xi Jinping last December.
Professor Thayer said that General Secretary and President To Lam and General Secretary and President Xi Jinping agreed to implement the "6 more" direction, including: higher political trust, more substantive defense-security cooperation, deeper substantive cooperation, more solid social foundation, closer multilateral coordination, and better control and resolution of disagreements.
Assessing the results of the visit, Professor Thayer said that there were three important results agreed upon by General Secretary and President To Lam and General Secretary and President Xi Jinping.
Firstly, both leaders agreed to promote the connection of development strategies between the two countries, effectively implement the cooperation plan connecting the “Two Corridors, One Belt” Framework with the “Belt and Road” Initiative; accelerate “hard connections” between the two countries in terms of railways, highways, and border gate infrastructure; and upgrade “soft connections” in terms of smart customs.
Second, the two leaders agreed to promote mutual investment in advanced technology in agriculture, infrastructure, clean energy, digital economy and green development.
Third, agree to comply with the common perception of the high-ranking leaders of the two Parties and two countries, jointly maintain peace and stability in the East Sea, persistently through friendly consultations, actively seek fundamental and long-term solutions that are acceptable to both sides in accordance with the "Agreement on basic principles guiding the settlement of maritime issues between Vietnam and China," international law, including the 1982 United Nations Convention on the Law of the Sea, and take no action to complicate the situation or expand disputes./.
