
From July 1st, 2025, the two-tiered local government system officially came into operation. Along with specialized departments and the People's Committees of newly established communes and wards in the province, 65 commune-level Public Service Centers have been established. On average, each commune-level Public Service Center is staffed with 6 dedicated personnel, with the leader of the commune/ward People's Committee also serving as the center's director. To date, operations at these centers throughout the province have been smooth and have basically met the needs of the people. All applications and administrative procedures in all fields are received and processed in accordance with regulations.
However, alongside the achievements, the implementation period has revealed some limitations and difficulties in handling issues arising during the process of receiving and processing applications, particularly regarding the role of the Vice Chairman of the People's Committee at the commune level concurrently serving as the Director of the Public Service Center. In response to this, and to address these difficulties, on December 31, 2025, the Government issued Decree No. 367, amending and supplementing several articles of Decree No. 118 dated June 9, 2025, on the implementation of administrative procedures under the one-stop and integrated one-stop mechanisms at the one-stop service center and the National Public Service Portal. Accordingly, the regulation requiring the Vice Chairman of the People's Committee at the commune level to also serve as the Director of the Public Service Center has been abolished.
In line with that spirit, the Provincial People's Committee directed the People's Committees of communes and wards to review the organizational model, functions, and tasks of the Public Service Centers, and to select and appoint officials with sufficient qualities, capabilities, and experience to assume the position of director of the centers in a full-time capacity. This not only ensures compliance with current regulations but also stems from the practical requirements of administrative procedure reform at the local level.
Ms. Hoang Thi Luan, Deputy Director of the Provincial Public Service Center, stated that abolishing the regulation requiring the deputy chairman of the commune-level People's Committee to also serve as the director of the Public Service Center, and simultaneously appointing a dedicated director, will not only improve the immediate efficiency of receiving and processing administrative procedures but also have long-term significance for the province's administrative reform process. Clearly defined responsibilities will lead to more rigorous and effective inspection, supervision, and evaluation of service quality.
As one of the units proactively implementing the restructuring and reorganization of the leadership team of the Public Health Center, on January 20, 2026, the Chairman of the People's Committee of Ky Lua Ward issued a decision assigning the authority of Director of the Public Health Center of the ward to Ms. Nong Thi Hoa, Deputy Director of the Public Health Center of the ward, effective from January 22, 2026. Prior to this, Ms. Ho Thi To Uyen, Vice Chairman of the People's Committee of Ky Lua Ward, had also been relieved of her concurrent position as Director of the Public Health Center of the ward by a decision issued by the Chairman of the People's Committee of Ky Lua Ward.
Ms. Nong Thi Hoa, Acting Director of the Public Service Center of Ky Lua Ward, said: "Since being assigned the role of full-time director, I have been more proactive in handling work as soon as it arises. Every day, I directly monitor file data in real time, promptly assisting people, thereby contributing to reducing the workload of handling administrative procedures for the ward's People's Committee leaders."
Currently, most commune-level Public Service Centers in the province have issued decisions to relieve the director of their concurrent duties and simultaneously appoint or assign a full-time director. In practice, in communes and wards that proactively appoint full-time directors, the process of receiving and delivering administrative procedure results is more efficient, and citizens do not have to wait for leaders to sign documents, especially for authentication procedures.
Mr. Lang Van Khiem, Director of the Public Service Center of Khanh Khe commune, said: "Assigned to this specialized task, I am present at the center every day to receive and process administrative procedures. Previously, when the Vice Chairman of the People's Committee of the commune, who is also the Director of the Public Service Center, was away on business, the center's officials had to inform people to wait until the end of the day for authentication procedures. Now, because I handle these procedures directly, this situation no longer exists."
The restructuring and appointment of a dedicated director for the Public Service Center is a step in the right direction, demonstrating the province's determination to implement the Government's administrative reform policy. This contributes to building a service-oriented, professional, and modern administration that meets the development requirements of the new era.
