Regarding this issue, the Ministry of Health responded as follows:
According to Clause 5, Article 2 of the Law on Medical Examination and Treatment: "A license to practice medical examination and treatment is a document issued by a competent authority of Vietnam to a person who is qualified to practice medical examination and treatment according to the provisions of this Law (hereinafter referred to as a license to practice)".
Therefore, if your purpose is to practice medicine, you must have a practice license.
