Special mechanisms and policies create breakthroughs in law-making

The Government assigned the Ministry of Justice to preside over and coordinate with relevant ministries and agencies to study and absorb as much as possible the opinions of Government members, promptly complete the draft Resolution dossier in accordance with the provisions of the Law on Promulgation of Legal Documents, ensuring the following requirements:

- Timely and fully institutionalize the Party's policy on innovation in law-making and enforcement to meet the requirements of national development in Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo, policies on building a socialist rule-of-law state of Vietnam, perfecting the legal system in Party documents, Resolutions, Conclusions of the Politburo, Secretariat; ensure the constitutionality and feasibility of the mechanisms and policies stipulated in the draft Resolution.

- Thoroughly grasp the spirit of innovation in thinking, mechanisms and policies associated with strengthening power control, preventing and combating corruption, negativity, waste, group interests and local interests in the work of building and enforcing laws.

The Ministry of Justice is responsible for receiving comments from Government members and completing the draft documents of the National Assembly's Resolution on a number of special mechanisms and policies to create breakthroughs in law making and enforcement.

The Minister of Justice, authorized by the Prime Minister, on behalf of the Government, signs the Government's Submission on this draft Resolution, and submits it to the National Assembly and the National Assembly Standing Committee in accordance with the provisions of the Law on Promulgation of Legal Documents 2025.

The Government assigned Deputy Prime Minister Le Thanh Long to direct the Ministry of Justice, relevant ministries and agencies in the process of researching and absorbing opinions of National Assembly Deputies, the National Assembly Standing Committee, National Assembly agencies, relevant agencies and organizations, and perfecting the draft Resolution of the National Assembly on a number of special mechanisms and policies to create breakthroughs in law making and enforcement.

* On April 30, 2025, the Politburo issued Resolution No. 66-NQ/TW on "Innovation in law-making and enforcement to meet the requirements of national development in the new era". The main goal of the Resolution is to create a truly democratic, equal, safe, and transparent society; the people are truly the masters; decide many important issues of the country; manage and govern modern society, create development; improve all aspects of life for the people, and firmly protect the Socialist Republic of Vietnam.

The Resolution sets the goal of basically completing the removal of "bottlenecks" caused by legal regulations by 2025. By 2027, completing the amendment, supplementation and promulgation of new legal documents to ensure a consistent legal basis for the operation of the state apparatus according to the 3-level government model. By 2028, perfecting the legal system on investment and business, contributing to making Vietnam's investment environment among the top 3 countries in ASEAN. By 2045, Vietnam will have a high-quality, modern legal system, approaching advanced international standards and practices and suitable to the country's reality, strictly and consistently implemented, respecting, ensuring and effectively protecting human rights and civil rights; upholding the Constitution and the law to become the standard of conduct for all subjects in society; modern national governance with a streamlined, efficient, effective and efficient state apparatus...

The Ministry of Justice said that the Draft Resolution of the National Assembly on a number of special mechanisms and policies creating breakthroughs in law-making stipulates the implementation of a number of new policies under the decision-making authority of the National Assembly, which are different from the provisions of current laws in a different and superior direction.

Special and outstanding regulations are researched and designed to be able to solve difficulties, problems, and urgent requirements from practice and are under the authority of the National Assembly.
