At the talks, President Kassym-Jomart Tokayev warmly welcomed General Secretary To Lam and his wife, along with the high-ranking Vietnamese delegation, on a state visit to Kazakhstan; emphasizing that this was the first visit by the General Secretary of the Communist Party of Vietnam to Kazakhstan since the two countries established diplomatic relations in 1992. President Kassym-Jomart Tokayev affirmed that Kazakhstan treasures the good traditional friendship between the two countries and that Vietnam is an important partner in the Asia-Pacific region.
General Secretary To Lam expressed his joy at visiting the beautiful and hospitable country of Kazakhstan; thanked the people of Kazakhstan and the President personally for their warm, thoughtful, and fraternal welcome; and highly appreciated President Tokayev's special feelings for Vietnam. General Secretary To Lam emphasized that Vietnam always attaches importance to and gives high priority to relations with traditional friendly countries, including Kazakhstan; and thanked Kazakhstan for helping Vietnam in the past struggle for national liberation as well as in the current national construction and development.
General Secretary To Lam highly appreciated the achievements that the country and people of Kazakhstan have made in maintaining political stability and socio-economic development, especially the motto " Building a fair Kazakhstan; law and discipline; optimistic economic and social growth " and the model " Strong President - Influential Parliament - Responsible Government "; believing that Kazakhstan will continue to successfully implement development goals, achieve high growth rates, and become a country of great influence in Asia - Pacific. The General Secretary shared about the situation in Vietnam after 40 years of implementing the Doi Moi process, the whole country is striving to enter a new era - the era of the Vietnamese people's rise.

The two leaders expressed their delight at the continuous development of the traditional friendship between Vietnam and Kazakhstan over the years and the increasingly substantive and effective relationship, and that General Secretary To Lam's visit was a historic milestone opening a new stage in the friendship and cooperation between the two countries with the two sides agreeing to upgrade the Vietnam-Kazakhstan relationship to a strategic partnership . The two leaders affirmed that the establishment of a new framework will contribute to tightening the five current connections between the two countries, including: People-to-people connection, economic connection, policy connection, transport connection and inter-regional connection. President Kassym-Jomart Tokayev expressed his pride in being the first strategic partner of Vietnam in the Central Asian region, affirming that this is a historic event in the relationship between the two countries, creating a more solid foundation for developing relations in all fields.
In an atmosphere of trust and openness typical of traditional friendship, General Secretary To Lam and President Tokayev had in-depth discussions on directions to promote bilateral relations and agreed on many specific measures to deepen cooperation in a practical and effective manner, as well as discussed regional and international issues of mutual concern.
General Secretary To Lam and President Tokayev agreed to continue deepening political trust between the two countries through promoting delegation exchanges at all levels, especially high-level ones, through all channels and people-to-people exchanges to consolidate a solid political and social foundation, expand cooperation in all other fields; further promote defense-security cooperation, and promote cooperation in defense industry and military technology.
The two leaders highly appreciated the positive developments in economic, trade and investment cooperation; affirmed that the two economies have great potential for further development; believed that the newly established strategic partnership will breathe new life into economic relations between the two countries, doubling trade turnover in the coming time. The two sides agreed to improve the effectiveness of the Vietnam - Kazakhstan Intergovernmental Committee on economic - trade and scientific - technological cooperation; effectively implement the Joint Action Plan to promote economic - trade cooperation for the period 2023-2025, build orientations to 2030, and strive to increase bilateral trade turnover to 5 billion USD by 2030. The President of Kazakhstan affirmed his readiness to create the best conditions for Vietnamese enterprises to do business in Kazakhstan and that the two countries need to have good mechanisms and policies, open direct flights, and open visa policies for businesses of the two countries to strengthen cooperation. Kazakhstan will increase imports of Vietnam's strengths such as garments and footwear.
General Secretary To Lam and President Tokayev highly appreciated the potential in the fields of energy - mining, transportation - logistics, finance, tourism, education - training, human resources development, science - technology; affirming that these are all bright spots in the bilateral relationship in the coming time and at the same time are the focus in the economic development of the two countries. General Secretary To Lam suggested that the Kazakhstan side promote the establishment of a Vietnamese Trade Representative Office in Kazakhstan, a Vietnam - Kazakhstan Business Council to enhance trade promotion, investment, and business connection between the two countries. The General Secretary said that the two sides have a lot of potential to further strengthen relations and strengths to complement each other, enhance connectivity, people-to-people exchange, and tourism cooperation when Vietnam has beautiful beaches and Kazakhstan has vast steppes. General Secretary To Lam thanked the President and the government of Kazakhstan for their attention and creating favorable conditions for the Vietnamese community to live, work and study stably in Kazakhstan.
The two leaders appreciated the two countries' regular coordination and mutual support at multilateral forums, especially at the United Nations, CICA, etc.; affirmed that Vietnam is ready to be a bridge for Kazakhstan to strengthen cooperation with countries in Southeast Asia and Kazakhstan will be a bridge for Vietnam to strengthen cooperation with Central Asian countries. Discussing regional and international issues of mutual concern, the two sides emphasized the settlement of disagreements and differences by peaceful means, on the basis of international law and the United Nations Charter; supporting ASEAN's stance on the East Sea issue in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea.
On this occasion, the General Secretary respectfully invited President Kassym-Jomart Tokayev to visit Vietnam again at a suitable time. President Kassym-Jomart Tokayev sincerely thanked and happily accepted the invitation.
After the talks, President Kassym-Jomart Tokayev respectfully presented the First Class Dostyk Order of Friendship to General Secretary To Lam. The two leaders also witnessed the signing of cooperation documents in the fields of justice, science and technology, energy, aviation, culture and sports, and press and media. The two sides adopted a Joint Statement on the establishment of the Vietnam-Kazakhstan strategic partnership./.
