This activity is part of a coordination program between the Department of Administrative Management of Social Order, Ministry of Public Security (C06) and the Dream Creation Fund (DMF), sponsored by VNG Group.
After just over 3 months from the survey date to the implementation date, 16 newly built houses and 3 repaired houses were urgently completed for households in Thiet Ong commune; at the same time, 3 new houses were also handed over in Dien Lu commune.
In addition, the delegation also presented 54 gifts to disadvantaged households in the area. The total cost of the program was about 2.3 billion VND.

From meaningful policies to concrete actions
Thiet Ong and Dien Lu communes are located in the mountainous areas of Thanh Hoa province, with complex terrain, limited transportation, and people's lives mainly depend on agriculture and forestry. These are also areas that are often heavily affected by floods.
In particular, during the floods of August 2025, many houses in the two communes were severely damaged, forcing many households to temporarily reside for a long time, with a high risk of insecurity. In such circumstances, the early construction of solid houses not only solves the urgent need for housing, but also helps people quickly stabilize their lives and restore their livelihoods.

"The support of the Wish Creation Fund in this social security activity is very meaningful, as this is a valuable resource to help people have a solid home, work with peace of mind and improve their lives. At the same time, it also demonstrates the close coordination between the police force, local authorities, businesses and people in social security work. When social security policy has an "extended arm"
The policy of eliminating temporary and dilapidated houses is identified as a particularly important political task, clearly demonstrating the spirit of "no one is left behind" in the Government's social security policy. In order for the policy to be put into practice quickly and effectively, the cooperation between the State, ministries, branches and the business community is especially necessary for the policy to be implemented more widely and sustainably.
This support is even more meaningful in the context that many localities across the country have just experienced severe and prolonged floods and landslides, severely affecting people's lives. Tens of thousands of households have lost their crops, their livelihoods have been disrupted and they are forced to continue living in temporary houses that are not safe during the rainy and stormy season.
Ms. Truong Cam Thanh, President and CEO of the Dream Creation Fund, shared that 2025 is a challenging year for many localities as they continuously suffer from natural disasters, storms, and floods. For us, each house given is not only a place to live, but also a support for families to have more faith and more motivation to start over.
In the coming time, the Fund hopes to continue to accompany agencies and localities to implement more practical projects, contributing to supporting vulnerable communities in a sustainable way. For the Fund, volunteering is not just about trips after natural disasters, but a persistent journey to contribute to creating real changes in the lives of each family.

Actual effectiveness
Like many major policies of the Party and State, the movement to eliminate temporary and dilapidated houses nationwide has received strong support from social organizations and the business community, creating specific and practical results for the people.
According to statistics, as of August 2025, Vietnam has basically completed the goal of eliminating temporary and dilapidated houses nationwide, reaching the target 5 years and 4 months ahead of the deadline set in Resolution 42, with nearly 50 trillion VND mobilized, of which more than half came from socialized resources. The whole country has eliminated 334,234 temporary houses, dilapidated houses, and houses that do not ensure 3 solid foundations. Many localities such as Tuyen Quang, Thanh Hoa, and Ninh Binh have mobilized resources higher than the level prescribed by the Central Government, of which about 60% of households contributed more money to build more spacious houses.
Before the house donation in Thiet Ong and Dien Lu, DMF Fund built 30 gratitude houses in Kien Giang and Thanh Hoa, built 2 schools in Dien Bien, and coordinated with the Ministry of Public Security to donate 10 social houses to poor households in Vinh Binh commune, An Giang province in 2025.
Practice shows that when the major policies of the Party and State are implemented in a way that is close to the locality, close to reality, and to the right subjects, and with synchronous coordination between the Central, local, Ministries, branches and enterprises, the goal of housing security can be completely achieved in a sustainable way, not just stopping at "having a house to live in", but also aiming at "settling down" for long-term, sustainable development.
