Support policies to promote linkages in agricultural production

During the 2019-2025 period, Tay Ninh province has implemented policies to support enterprises and cooperatives (HTX) to participate in linking production and consumption of agricultural products, with a total budget of nearly 73 billion VND. The linkage models not only help stabilize output and increase the value of agricultural products, but also create an important shift in restructuring the agricultural sector towards modernity and sustainability.

According to the Department of Agriculture and Environment of Tay Ninh, the implementation of Decree 98/2018/ND-CP of the Government has been implemented synchronously and fully in recent times with timely promulgation of support mechanisms and policies for linkages. Thanks to that, enterprises, cooperatives and farmers have favorable conditions to form, maintain and expand cooperation models in agricultural production and consumption.

From 2019 to 2025, the whole province has implemented 72 projects and linkage plans, with a total support budget of nearly 73 billion VND. Of which, Tay Ninh (old) region implemented 14 projects with more than 37.5 billion VND; Long An (old) implemented 58 projects with a support amount of over 35.4 billion VND. This capital source contributes to helping businesses and cooperatives invest in facilities, purchase seeds, materials, packaging and build infrastructure to serve linkages.

Thanks to financial and technical support, many cooperatives have boldly expanded production and signed stable consumption contracts with businesses. Typical models such as linking production - milling - consumption of high-quality rice according to VietGAP, growing melons using high technology, etc. have brought about clear results, helping farmers increase income and reduce price risks.

In addition, cooperatives participating in the association are trained in production processes according to standards, improving management capacity and product quality, better meeting market demand. The formation of production - consumption chains has contributed to stabilizing agricultural product prices, limiting the situation of traders forcing down prices.

According to the assessment of the Department of Agriculture and Environment, the linkage support policy has created an important driving force in restructuring the province's agricultural sector, promoting commodity-oriented production, close and sustainable linkage. In the coming time, the province will continue to encourage the expansion of linkage models, aiming at developing modern and effective agriculture, linking production with the consumer market.

To improve the effectiveness of financial and investment policies in the coming period, the province will review and plan capital close to reality to limit the situation of many registrations but little implementation; integrate capital sources from other target programs and projects to increase support resources for farmers and cooperatives; simplify administrative procedures, payment and settlement, create favorable conditions for businesses and cooperatives to quickly access policies; prioritize support for effective models, associated with the application of science and technology, towards green and sustainable production./.
