Urgently synchronize regulations on land financial obligations

The Ministry of Finance has just issued Official Dispatch No. 18665/BTC-QLCS to the People's Councils and People's Committees of provinces and cities on specifying and organizing the implementation of new regulations on land use fees and land rents.

According to the official dispatch, on November 6, 2025, the Government issued Decree No. 291/2025/ND-CP amending and supplementing a number of articles of Decree No. 103/2024/ND-CP on land use fees, land rents and Decree No. 104/2024/ND-CP on land development funds.

Regarding the contents on implementation responsibilities, localities need to continue to fully implement, especially the requirements related to the development and promulgation of regulations on the process of circulating records to determine financial obligations.

At the same time, carry out key tasks: propagate and disseminate the full content of the decree to specialized agencies, economic organizations, public service units and related groups of subjects.

Dissemination must be timely and accurate to limit difficulties in application; urgently review the system of legal documents issued by localities on land use fees, land rents and land development funds. Documents that are no longer appropriate need to be amended, supplemented, replaced or abolished to be consistent with the provisions of the 2024 Land Law.
