Over-framework mechanism: A breakthrough in attracting talents in science, technology, innovation and digital transformation

The Ministry of Science and Technology (MOST) supports an over-framework mechanism to attract talents in science, technology, innovation and digital transformation. The Ministry identifies that in science, technology and innovation, high-quality human resources and talents are decisive factors and cannot be attracted by rigid policies.

At the regular press conference for July 2025 organized by the Ministry of Science and Technology on the afternoon of August 5 in Hanoi, Mr. Mai Anh Hong, Deputy Director of the Department of Organization and Personnel, Ministry of Science and Technology emphasized the key role of high-quality human resources in promoting the development of science, technology, innovation and national digital transformation.

New law paves way for groundbreaking policy

Mr. Mai Anh Hong said that the National Assembly's approval of the Law on Science, Technology and Innovation 2025 has created a solid and breakthrough foundation to attract talent and promote the development of science, technology, innovation and digital transformation. The law was built closely following the guiding views in Resolution No. 57-NQ/TW of the Politburo on the development of science, technology and innovation in the new situation; creating an open legal corridor, recognizing and empowering scientists in terms of intellectual property, finance, and commercial exploitation rights; establishing more attractive financial and non-financial incentives for talents and high-quality human resources in science, technology, innovation and digital transformation; allowing flexible incentives, including incentives beyond the salary framework, to attract, retain and promote talents, especially Vietnamese experts abroad.

In addition, the National Assembly also passed the Law on Digital Technology Industry 2025 with the goal of specifying policies to develop the digital technology industry into a pillar economic sector, playing an important role in attracting and developing technology talents. The law has outstanding preferential policies to develop the semiconductor industry, forming a Vietnamese semiconductor ecosystem. At the same time, it lays a legal foundation for artificial intelligence and digital assets.

"Exceeding the salary range, providing housing, and working conditions should not be considered a privilege but the minimum conditions for those who are capable of creating breakthroughs to feel secure in their work," said Mr. Mai Anh Hong.

Specific policy mechanisms

To concretize the spirit of the Law on Science, Technology and Innovation 2025 and implement "beyond-framework" mechanisms, the Ministry of Science and Technology plans to focus on specific policies:

Develop and promulgate specific regulations on risk acceptance mechanisms; autonomy mechanisms for public science and technology organizations; policies to attract, use and promote talents and high-quality human resources; and regulations on sharing benefits from research results.

Develop and implement the Project "Developing and promoting talents and high-quality human resources to serve the development of science, technology, innovation and national digital transformation"; develop national programs with specific goals to attract Vietnamese scientists working abroad, as well as experienced foreign experts. These programs may include special financial support packages, superior working conditions, and clear career development opportunities.

Investing in infrastructure and research environment: Upgrading key laboratories and research centers to international standards, building high-tech zones and technology incubators to create a favorable environment for creativity and innovation.

Promote links between research and businesses: Strongly encourage businesses to invest in R&D, cooperate with research institutes and universities to apply scientific results to production and business practices; develop markets for science and technology products.

Promote international cooperation and technology transfer: Create conditions for Vietnamese scientists to participate in international projects and global research networks, while attracting large technology corporations to set up R&D centers in Vietnam.

Minimize administrative barriers, ensure maximum autonomy for scientists, provide resources (finance, equipment, databases) to ensure research and testing.

Performance and product-based evaluation: Instead of being process-heavy, focus on outputs, international publications, patents, valuable commercialized products.

Creating an attractive environment to promote the "return" of Vietnamese scientists abroad

Mr. Mai Anh Hong shared that the Ministry of Science and Technology always highly appreciates and has high expectations for the "return" of Vietnamese scientists working abroad. This is considered a golden opportunity to create breakthroughs for the science, technology, innovation and digital transformation sectors in the country.

First, acquiring advanced knowledge and experience : Scientists not only possess extensive professional knowledge but also experience working in an international-class research environment, modern methodologies and global networks.

Second, creating strong endogenous motivation : The return of talented people will bring knowledge, experience, innovative thinking and international networks, directly contributing to improving domestic research and technology development capacity.

Third, promote innovation and enhance national competitiveness: A strong talent pool is the core factor for Vietnam to master core technology, self-reliantly produce high-tech products, reduce dependence on foreign countries and improve its position on the global technology map.

Fourth, connecting Vietnam with the world: overseas Vietnamese intellectuals are an important bridge to help Vietnam integrate more deeply into the global value chain and scientific research network.

However, according to Mr. Mai Anh Hong, to attract successfully, there needs to be strong, specific and consistent policies. The Ministry's expectation is that new policies, especially the Law on Science, Technology and Innovation, the Law on Digital Technology Industry will create a truly attractive environment, promoting "return". This is an important premise to attract, retain and maximize the potential of talents, bringing strategic breakthroughs to Vietnam's key technology fields.
